Die aktuellen Herausforderungen für die Freihandelsdoktrin kommen aus dem Kreis der heutigen Industrieländer, die die Entwicklung eines regelgebundenen multilateralen Handelssystems betrieben haben und nun im Angesicht der sich vertiefenden internationalen Arbeitsteilung hauptsächlich von zwei Sorgen geleitet sind: Erstens besteht die Sorge um mangelnde "Fairness" im internationalen Wettbewerb, weil gemutmaßt wird, daß sich Länder durch Manipulation ihrer Wirtschaftspolitik künstliche Wettbewerbsvorteile zu Lasten anderer sichern. Zweitens wird befürchtet, daß die fortschreitende wirtschaftliche Integration zu einer Verarmung der unqualifizierten Arbeitskräfte in den reichen Ländern führt. Die vorliegende Arbeit ist diesen beiden Bedenken gewidmet. Die Sorge um die relative Schlechterstellung unqualifizierter Arbeitnehmer im Zuge der wirtschaftlichen Integration wird in einem ersten Hauptteil der Arbeit aufgegriffen. Im anderen Hauptteil wenden wir uns der "Fairness"-Frage zu, die sich heute in mehreren Politikbereichen stellt und für die exemplarisch das Feld der Umweltpolitik herausgegriffen wird
