This paper discusses some aspects of the Agreement on Intellectual Property Rights (IPR) which is part of the new World Trade Order (WTO). It is argued that IPR should be strengthened internationally in order to improve the incentives to innovate. Innovation, in turn, is contributing to economic growth. However, there is a potential trade-off between innovation and diffusion: by improving IPR, the speed of diffusion of existing technologies may slow down and so does the contribution to growth of a rapid spread of existing technologies. One of the mayor disagreements between developing and economically advanced nations about the adequate definition of IPR derives from the fact that innovation and imitation of existing technologies are weighted differently in the growth functions of both groupings.
