Nach dem Tode Mao Zedongs wurde klar, daß die chinesische Wirtschaft reformbedürftig war. Geringe Produktivität, ständiger Mangel und technologische Rückständigkeit bedingten schlechte Produktqualität. Um 1979 wurde entschieden, daß der Weg einer strukturellen Anpassung der Wirtschaft mit Dezentralisierung von Entscheidungsprozessen eingeschlagen werden soll, auch mit Privatisierung öffentlichen Eigentums. Dieser Weg wurde nicht systemweit sondern nur partiell eingeschlagen, woraus sich Mitte 1988 ergab, daß diese Teil-Reform nicht die gewünschte Qualitätssteigerung, sondern eher neue Probleme mit sich brachte.
