Das Handbuch zur "Europäischen Charta der Regional- oder Minderheitensprachen" bietet erstmals eine systematische und faktographische Darstellung der Implementierung des Vertragswerks in den nunmehr 25 Ratifizierungsländern. Im Mittelpunkt steht die Analyse der sprachpolitischen Interaktion zwischen dem Europarat, den Ratifizierungsstaaten und den Nichtregierungsorganisationen als Repräsentanten der Minderheitensprachen. Besondere Aufmerksamkeit gilt dem Monitoringprozess, d.h. den Berichtszyklen, in denen die in Szene gesetzte Selbstdarstellung der Staaten mit den politischen, gesellschaftlichen und kulturellen Ansprüchen von Minderheiten konfrontiert werden, und dies unter den Augen europäischer Experten und Entscheidungsträger, die auf diese Weise zu Schiedsrichtern sprachnationaler Kontroversen avancieren. Die Autoren des Handbuchs liefern einen Beitrag zum Verständnis, aber auch zur Bewertung der gegenwärtigen europäischen Sprachkonflikte und deren politischer Lösungsmöglichkeiten. Die Beiträge sind alphabetisch nach den Mitgliedsstaaten geordnet und in ihrer Binnenstruktur nach einem einheitlichen Konzept gegliedert. So eignet sich das Handbuch insbesondere auch als Nachschlagewerk.
