Gesellschaftliche Veränderungen, wie die Erosion familialer Netzwerke, der demographische Wandel oder die Entstehung neuer gesellschaftlicher Risiken erhöhen den Druck auf wohlfahrtsstaatliche Politik, tragfähige Konzepte für die Regulation von Pflegebedürftigkeit und die Betreuung von Menschen mit Unterstützungsbedarf zu entwickeln. Vor allem Länder wie Deutschland, die jahrzehntelang auf die unbezahlte Pflegearbeit in der Familie setzten, die dort vornehmlich von weiblichen Familienangehörigen geleistet wurde, stehen vor der Notwendigkeit einer politischen Neuorientierung. Die Folgen der bislang politisch forcierten und institutionell verankerten Care-Arrangements sind bekannt: Frauen wurden am Arbeitsmarkt systematisch benachteiligt und sind im Alter einem erhöhten Armutsrisiko ausgesetzt (Becker-Schmidt 2012). Bereits jetzt ist absehbar, dass Fürsorgeleistungen zukünftig nicht mehr oder nicht mehr ohne Weiteres im Rahmen des traditionellen Hausfrauenmodells von den weiblichen Familienangehörigen erbracht werden (vgl. Riegraf/Metz-Göckel/Theobald 2011). Modelle wie Wohn-/Pflegegemeinschaften, die sich in den letzten Jahren ´bottom-up´ als Alternative sowohl zur familiären Sorge als auch zur Heimbetreuung etablierten, geraten gegenwärtig als Zukunftsmodell verstärkt in die politische Diskussion. Sie haben mit dem jüngeren Beschluss der Bundesregierung, Wohngemeinschaften für Menschen mit Demenz zu fördern, erstmalig sozialpolitische Aufmerksamkeit erfahren. Wohn-/Pflegegemeinschaften zielen auf die Integration der Betroffenen in das gesellschaftliche Leben ab und sollen ein eigenes Zuhause, Normalität, Sicherheit und Vertrautheit bieten. Sie werden von Angehörigengruppen begründet, die mit dem Pflege- und Betreuungsgeld der Bewohnergemeinschaft sowie Eigenmitteln Pflege- und Hilfskräfte für die Gruppe finanzieren. Die Bewohner_innen ziehen von ihrer bisherigen Wohnung in eine gemeinsame Wohnung um, in der sie rund um die Uhr betreut werden. In der Wohngemeinschaft verfügt jede/r Bewohner_in über ein eigenes Zimmer mit seinen/ihren vertrauten Einrichtungsgegenständen, während Küche, Wohnzimmer und Bäder gemeinschaftlich genutzt werden. Im Zusammenleben der Bewohner_innen werden die klassischen Alltagsstrukturen soweit als möglich aufrechterhalten, so wird bspw. unter Anleitung gemeinsam eingekauft, gekocht und geputzt. Im Modell der Wohn-/Pflege-Gemeinschaft werden Care-Aufgaben im Zusammenspiel von formellen, professionellen und semiprofessionellen Anbietern übernommenen, gleichzeitig verbleibt ein Teil der Care-Arbeiten bei den Angehörigengruppen, die zusätzlich die Aufgaben der Selbstverwaltung untereinander aufteilen. Indem Angehörige sich zur Übernahme höherer Eigenleistungen bereit erklären, ist das Modell auch für Betroffene realisierbar, die in einer niedrigen Pflegestufe eingestuft wurden und lediglich über eine geringe Kapitalausstattung verfügen. Das Forschungsprojekt geht der Frage nach, inwiefern Care-Arrangements in Wohn-/Pflegegemeinschaften den Kriterien einer (geschlechter)gerechten Verteilung und Organisation von Pflegearbeit entsprechen. Mithilfe von qualitativen und quantitativen Methoden wird am Beispiel von ausgewählten Wohn-/Pflege-Gemeinschaften das Zusammenspiel von informeller und formeller, von semi-professioneller und professioneller Pflegearbeit nach Geschlecht in Wechselwirkung mit unterschiedlicher sozialer und kultureller Herkunft untersucht. Drei Schwerpunkten werden dabei gebildet: Der erste Komplex betrachtet, wer in Wohn-/Pflegegemeinschaften überhaupt welche informelle, formelle, professionelle, semiprofessionelle Pflege in Anspruch nimmt und welche unterschiedlichen Pflegearrangements sich herausbilden. Der zweite Komplex konzentriert sich darauf, wer welche Leistungen in dem Mix von formeller, informeller, professioneller und semiprofessioneller Pflegeaufgabe erbringt. Der dritte Komplex widmet sich den Auswirkungen der Unterbringung Pflegebedürftiger in Wohn-/Pflege-Gemeinschaften auf die Lebens- und Berufsgestaltungen der Angehörigen unter einer geschlechterbezogenen Perspektive. Die drei Komplexe geben zusammengefügt ein Gesamtbild darüber, ob und unter welchen Bedingungen Wohn-/Pflege-Gemeinschaften ein Modell für geschlechtergerechte Umverteilung von Care-Arbeiten differenziert nach sozialer und kultureller Herkunft sein können.
