Ohne Terror keine totalitäre Regierung, kein effizienter Terror ohne Konzentrationslager: Hannah Arendts Plan einer kurzen Geschichte der Lager nehmen 2 Zeithistoriker (Freie Universität Brüssel, Institut für Sozialgeschichte Paris) auf und legen erstmals eine umfassende, komparative und systematische Bilanz der Lagersysteme vor, die von den Anfängen (Kuba 1896, Südafrika/Buren 1900, Herero 1904) bis zu den jüngsten Beispielen in Ostasien und Ex-Jugoslawien, von Vernichtungslagern der Nazis, Zwangsarbeiterlagern des sowjetischen Gulag und chinesischen Laogai bis zu Lagern in den USA, Lateinamerika und Japan reicht. Versucht wird eine Typologie und Klassifikation: Internierungslager, Arbeitslager, NS-KZ der Vorkriegszeit, Vernichtungslager. Dargestellt werden Aufbau, Funktion, Zweck der Lager, wobei die des Gulag und der Nazis ohne jede relativierende Absicht (wie bei E. Nolte) besonders eingehend analysiert werden.
