Internationaler Handel und Umweltprobleme sind durch einen starken Globalisierungstrend sowie durch freiwillige Vereinbarungen souveräner Staaten gekennzeichnet. Aufgrund der konträren Anreizstrukturen stellt sich die Frage, ob durch eine Verknüpfung beider Bereiche der umweltpolitische Kooperationsgrad erhöht und eine Wohlfahrtssteigerung für die beteiligten Staaten erreicht werden kann. Bianca Rundshagen untersucht modelltheoretisch, welche institutionellen Rahmenbedingungen, insbesondere im Hinblick auf das GATT/WTO-Regime, derartige Wohlfahrtssteigerungen ermöglichen. Hierzu verwendet sie Methoden der spieltheoretischen Koalitionstheorie, deren Weiterentwicklung einen zentralen und innovativen Bestandteil ihrer Arbeit darstellt. Mit dem Konzept der Kreuzstabilität entwickelt sie einen Gleichgewichtsbegriff, der ihr die Möglichkeit zur Analyse der Mehrebenenkoalitionsbildung eröffnet. Es wird deutlich, welche institutionellen Rahmenbedingungen nötig sind, damit freie Koalitionsbildungen auf beiden politischen Ebenen zum Erfolg führen können
