In Hamburgs Schulen wurde zur Umsetzung der UN-Behindertenrechtskonvention mit dem Schuljahr 2012/2013 flächendeckend in allen Schulen die inklusive Bildung eingeführt. Eltern von Kindern mit sonderpädagogischen Förderbedarfen haben seitdem das Recht, den Beschulungsort ihrer Kinder entweder an allgemeinen Schulen oder an noch vorhandenen speziellen Sonderschulen und Regionalen Bildungs- und Beratungszentren zu wählen. Dieser zukunftsweisende Schritt der Schulentwicklung wurde über vier Jahre hinweg in Grund- und Stadtteilschulen mit dem Ziel evaluiert, Hemmnisse und Gelingensbedingungen der Umsetzung inklusiver Bildung zu beschreiben. Dieser Bericht zum Projekt EiBiSch (Einführung inklusiver Bildung in Schulen) bietet eine Fülle von Ergebnissen zu einem Schulsystem im Wandel. Sie werden vor dem Hintergrund unterschiedlicher fachlicher Standpunkte und Interessenlagen kontroverse Bewertungen hervorrufen. Zu erhoffen sind konstruktive Diskussionen zu fachlich begründeten und umsetzbaren Weichenstellungen für die Weiterentwicklung eines inklusiven Schulsystems in Hamburg und auch in anderen Bundesländern.
