Früherer CINCENT (Commander in Chief Allied Forces Central Europe), Mitverfasser der Studie ESECS (European Security Study), erläutert den Inhalt und Zweck der Nachfolgestudie ESECS II, die die Aufgabe hat, die in der ersten Studie aufgetretenen Probleme zu untersuchen. Gefordert wird eine Verbesserung der konventionellen Fähigkeiten der NATO, um die Abhängigkeit von einem möglicherweise sehr frühzeitigen Einsatz von Nuklearwaffen zu mindern und damit überhaupt die Voraussetzungen für eine flexible response sicherzustellen, vor allem aber, um das Vertrauen der eigenen Bevölkerung in die Fähigkeiten zur Abschreckung und Verteidigung zu stärken. Der Bericht ist (wie der erste) nach den wesentlichen Aufgaben gegliedert, die die NATO-Streitkräfte erüllen müssen. Die Studie hat bei ihren Vorschlägen die Gesamtheit der eigenen Verteidigungsoperationen im Auge. (BIOst-BwD/Hie)
