Gegenstand der Untersuchung sind langfristige Entwicklungstrends in der Geschichte Europas nach dem Zusammenbruch der beiden römischen Reiche. Der Verfasser setzt sich zunächst mit Modellen auseinander, die von einer Ost-West-Teilung in der europäischen Geschichte oder von einer historischen Dreiteilung Europas in Ost-, West- und Mitteleuropa ausgehen. Er entwirft im folgenden in Anlehnung an Rokkan das Modell eines dual strukturierten Europa mit vielfältigen Substrukturen. Die Aktualität einer solchen Sicht wird am Beispiel der ersten demokratischen Wahlen in Osteuropa nach dem Ende der kommunistischen Herrschaft sowie des Kriegs in Jugoslawien demonstriert. Der Verfasser zeichnet die Entwicklung Ostmitteleuropas vom Prozeß der Staatenbildung über die polnische Republik und das Reich der Habsburger bis in die Ära der kommunistischen Herrschaft hinein nach.
