Der Autor, ein früherer Berater von drei US-amerikanischen Außenministern, vertritt die Meinung, daß der im Mai 1997 gegründete NATO-Rußland-Rat nicht geeignet ist, die grundlegenden Probleme zwischen Rußland und dem Westen zu lösen, sondern vielmehr die organisatorisch ohnehin überfrachtete europäische Sicherheitsarchitektur noch stärker aufbläht. Das mit der Gründung des Rats erhaltene Plazet Rußlands zur NATO-Osterweiterung wurde teuer erkauft: Rußland kann jetzt seine Stimme in einem gemeinsamen Gremium hörbar machen, und darüber hinaus hat sich die NATO mit Begrenzungen der Stationierung nuklearer und konventioneller Streitkräfte in den neuen osteuropäischen NATO-Staaten einverstanden erklärt. Dies könnte zu einer Grundsatzdebatte im US- Senat über die Politik der USA gegenüber der NATO und Rußland führen. (BIOst-Mrk)
