Während des Kalten Krieges und auch nach seinem Ende galt der Einsatz von Kernwaffen als Tabu. Es war eine ungeschriebene Norm, dass sie lediglich der Abschreckung zwischen den Supermächten dienten. Durch den Entwurf einer neuen Nuklearstrategie ("Doctrine for Joint Nuclear Operations") der Vereinigten Staaten, der erstmals im März 2005 auf der Internet-Seite des Pentagons öffentlich wurde, steht ein Bruch des nuklearen Tabus bevor, gegen den sich bislang nur der US-Kongress offen ausgesprochen hat. Die Autoren beleuchten die Konsequenzen der im Entwurf zur neuen Nuklearstrategie vorgesehenen nahtlosen Integration von nuklearen in konventionelle Strategien und der zuvor nie da gewesenen Ausweitung der nuklearen Einsatzszenarien. Sie werfen dabei einen Blick auf die Folgen für den Nichtverbreitungsvertrag (NVV), die Gefahren für die Stabilität der Weltsicherheit sowie die gravierenden völkerrechtlichen Probleme. Sie fordern insbesondere Deutschland als Bündnispartner der USA auf, sich in einer Diskussion gegen den Einsatz von Kernwaffen im Rahmen von NATO-Missionen zu engagieren.(MOD)
