    Content: This 2007 volume is intended to help readers understand the relationship between international law and international relations (IL/IR). As a testament to this dynamic area of inquiry, new research on IL/IR is now being published in a growing list of traditional law reviews and disciplinary journals.     Content: This collection of essays assesses the legacy established by the most important international criminal tribunal since the Nuremberg and Tokyo war crimes trials, and considers what might be done to enhance or modify the legacy of the International Criminal Tribunal for the former Yugoslavia (ICTY), including improvement of the capacity of state courts in the region to prosecute violations of humanitarian law by using the Tribunal’s documents, evidence, law, and practice. The essays are derived from a conference, Assessing the Legacy of the ICTY , which was convened in The Hague. Participants included over 375 stakeholders from the former Yugoslavia; officials from the Tribunal’s Chambers, Registry, and the Office of the Prosecutor; justice ministers and other government officials from Europe; and all elements of civil society—representatives of nongovernmental organizations, lawyers, and academics

    Content: Der Artikel erklärt wie Mehrheitsbeschlüsse im Rahmen der GATT/WTO-Verhandlungen praktisch gefasst wurden. Wenn GATT/WTO-Verhandlungen regelbasiert ablaufen, sind die Ergebnisse Pareto-Verbesserungen und in etwa symmetrisch. Ist der Verhandlungsablauf macht-basiert, setzen Staaten Macht-Instrumente ein, die nicht von den Regeln erfasst werden und beeinflussen den Prozess unsichtbar und generieren Ergebnisse, die asymmetrisch sind und keine Pareto-Verbesserung darstellen. Eine empirische Analyse zeigt, dass obwohl die Handelsrunden durch regel-basierte Verhandlungen initiiert wurden, ihr Abschluss gesetzliche Tatsachen schafft und der Abschluss kommt durch macht-basierte Verhandlung zustande. Agenda Setting hat im Schatten dieser Macht stattgefunden und war bestimmt von der EU und den USA. Die Entscheidungsregeln wurden aufrechterhalten weil sie Informationen schafften, die von den mächtigen Staaten bei ihrem Agenda-Setting verwendet werden konnten. Mehrheitsbeschlüsse im Rahmen der GATT/WTO ist organisierte Heuchelei, die eine Unterstützung der asymmetrischen Machtverteilung und der Prinzip souveräner Gleichheit erlaubt, auf der die Beschlussfassung angeblich beruht.(SWP-Jns)
