Die Forderung nach einer europäischen Beschäftigungspolitik ist genauso alt wie die Idee einer europäischen Währungsunion. Dennoch hat es bis zum Amsterdamer Vertrag 1997 gedauert, bis unter dem Eindruck weiter steigender Arbeitslosigkeit ein eigener Titel zur Beschäftigung in den EG-Vertrag aufgenommen worden ist (Artikel 125 bis 130). Steinle befasst sich ausführlich mit der in diesem Titel geregelten neuen EG-Tätigkeit der Entwicklung einer "koordinierten Beschäftigungsstrategie". Ausgehend von einer Klärung des schillernden Begriffs "Beschäftigungspolitik" und einem Rückblick auf die beschäftigungspolitischen Bemühungen der EG in der Vergangenheit, untersucht Steinle die neuen EG-Kompetenzen der Art. 125 ff. EGV insbesondere in ihrem Verhältnis zur marktwirtschaftlichen Wirtschaftsverfassung der Gemeinschaft. Ausführlich erörtert er das Verfahren zur Koordinierung der nationalen Beschäftigungspolitiken und die Gemeinschaftskompetenz zum Erlass von Anreizmaßnahmen. Steinle hält den Beschäftigungstitel für einen Fall "beherzigter Subsidiarität statt beherzter Vergemeinschaftung" und verweist auf die Grenzen einer europäischen Beschäftigungspolitik.
