Series Statement: Policy research working papers.
Content: This paper proposes a new measure of public expenditure force that policy makers and budget analysts should track in detail over time in routine fiscal monitoring. The paper suggests that adopting the measure will not only warn policy makers of possible impending fiscal pressures, but will help them to differentiate between those budgetary pressures that are temporary and those that may require reforms. The main utility of the expenditure force measure will be in country fiscal analysis. Measuring force across the entire budget allows practitioners to monitor and decompose the micro drivers of public spending pressure, watch out for rapidly expanding spending lines, and identify priorities for reform before these pressures lead to macro fiscal problems. Yet by its construct, spending force is internationally comparable, and independent of expenditure levels or spending types. This could allow global monitoring comparisons and global research into the drivers of public spending force across particular types of country characteristics and economic conditions. In time, and as more data become available, researchers can use the force measure to compare and contrast the dynamics of expenditure types across countries. For example the measure can be used to explore what gives some spending types an initial impulse; whether underlying factors cause different public spending categories to grow faster than average, or to accelerate over time; and what successful countries have done to manage rising force without damaging public services. Since force seems to be a decent predictor of fiscal episodes, it is suggested that "speed limits" for spending might be a feasible component of fiscal rules.

Series Statement: Policy research working papers.
Content: This paper outlines the structure and economic foundation of the World Bank's macroeconomic and fiscal model (MFMod). MFMod consists of individual country models for 181 countries. The models are used by country economists within the World Bank's Macroeconomics, Trade and Investment Global Practice to (i) generate country forecasts and (ii) simulate various policies. Each model has a similar structure and functional form, with variation reflecting data availability and economic specialization (notably for oil exporters). Although the functional forms are similar, the parameters are country specific and estimated at the country level. Forecasts across countries are live-linked, with the export market growth of each country calculated as a trade-weighted average of imports of each of its trading partners. Remittance inflows and outflows are balanced across countries through a similar mechanism. Other cross-country linkages come through the real effective exchange rate and export and import prices, which are a function of world commodity prices and local cost considerations.

Content: The Taiwan Hokkien collection consists of 64 documents, all in English. None of the 64 documents maybe considered a comprehensive general survey of Taiwanese Hokkien culture or society. Given the variability of cultural forms among Hokkien, in such institutional realms for example, as kinship and religion, it is doubtful that such a survey could even be written. Yet it is precisely this variability, and the highly sophisticated use of social theory employed in many of these documents, that make this collection extremely rich for cross-cultural or comparative studies (researchers should check for time and place coverage to determine the specific collection focus for the document he or she is using, since the generalizations made by authors often apply only to specific fieldwork locales rather than to the entire collection unit). Specific areas of inquiry for which the cross-cultural researcher will find this collection rewarding include the relationship between varieties of religious belief and community structure, the relationship of ecology and settlement patterns to lineage organization, and patterns of family/household organization

Note: Includes bibliographical references (p. [201] - 210) and index. - Main description: China has many religions. But rituals of local temples are none of these. They celebrate many gods and their powers to respond. Gods are invited as welcome guests by appropriate rituals of welcome and communication. Other rituals pacify ghosts and harmful powers. These rituals are rich with their own poetry, a poetry of performance, not just of contemplation. Interpreting this poetry demands revision of theories of ritual and religion. The author has spent over four decades studying Chinese ritual and religion through observation in contemporary China and Taiwan, constantly revising and rethinking theories of religion, ritual and their role in different political regimes
