    Content: The 9/11 attacks revealed that the transnational terrorist threat facing the US and its partners was far more dangerous than most had previously discerned. It was now clear that al-Qaeda intended to, and could threaten the West's - particularly the US' - political and military leverage, with the aim of shifting the balance of power from the West to Islam after a violent global confrontation. In that sense, the new terrorist threat is strategic, and it has led to a worldwide mobilisation comparable to that required by a world war. This Paper argues that prevailing in the 'war' on terror, much like victory in the Cold War, entails containment, deterrence, out performance and engagement. Military power is secondary to intelligence, law enforcement, enlightened social policy and diplomacy. Diplomatic engagement with the larger Muslim world is paramount as a means of denying al-Qaeda not merely recruits but the 'clash of civilisations' it seeks. The US-led intervention in Iraq, though intended to introduce democratic reform in the wider Middle East, has so far antagonised Islam and strengthened Islamist terrorism. This suggests that coercive or aggressively ideological diplomacy is unlikely to win over an Islamic population biased by anti-Western propaganda. Successful Western diplomacy will have to be discreet, nuanced and incremental.

    Content: Overseas military bases have been the bedrock of the United States' ability to project military power, exert political influence and deter potential adversaries since the Second World War. But fatigue with America's forever wars', as well as more nuanced financial and strategic reasons, has inclined the public and policy community to favour reducing US global military activities and overseas presence. In this Adelphi book, Jonathan Stevenson argues that this desire does not necessarily translate into sound strategy. Overseas bases are a key element of the reassurance required to resurrect and bolster America's reputation among its allies and adversaries. Meanwhile, strategic imperatives and geopolitical realities impose restraints in every theatre. The fluidity prevailing in the Middle East and Indo-Pacific counsels maintaining forward-deployed forces there at roughly the current level. Russia's confrontational posture towards NATO and invasion of Ukraine, as well as NATO's short- and medium-term reliance on US capabilities, require the American presence in Europe to increase and expand eastward. The US should not commit itself to a foreign policy that is heavy on forward-deployed military power and light on diplomacy. But paradoxically, reducing forward military presence may not be consistent with a policy that is less focused on military power as a means of achieving stability and security.

    Content: Piracy and rising Islamist militancy have intensified US and European diplomatic interest in Somalia, while . African perceptions of the establishment of US AFRICOM and the growing likelihood that the Combined Joint Task Force - Horn of Africa in Djibouti would become a long-term American base, have posed a strategic communications challenge for the United States. A deteriorating humanitarian situation in drought-plagued Somalia, precipitated by the October 2009 US suspension of food aid over fears that aid workers were diverting it to terrorists, and the prospect of unmanageable numbers of Somali refugees fleeing over comparatively stable Kenya's border, have increased pressure on Washington to revise US policy. These factors could lead to a new approach, consonant with the evolving emphasis on nuanced counter-insurgency, involving the application of soft power, such as development aid, with less scrutiny on governance. Robust, high-profile international diplomatic or military initiatives in Somalia, however, are unlikely. Near-term developments in Somalia will probably follow the depressingly familiar pattern whereby the Transitional Federal Government and Islamist militias maintain an uneasy military stalemate, with neither building the political infrastructure and good will required to tip the balance decisively.     Content: The elimination of Afghanistan as al-Qaeda's physical base in 2001, hastened the dispersal of global jihadists into cities. In turn, the advent of Iraq as a field of jihad has prompted jihadists to refine and spread urban warfare techniques. If they choose to apply these techniques robustly to infiltrated cities elsewhere, the extraordinary need for special-operations forces - superseding the Western taboo on using a nation's military forces against its own citizens within its own territory - could arise. The US Department of Defense appears inclined to believe that the application of military power - albeit unconventional military power - will ultimately dictate victory. Such an attitude could lead to the downplaying of paramount non-military aspects of counter-terrorism, to the detriment of national and international security. If the US State Department were armed with a mandate to coordinate national counter-terrorism efforts, diplomatic, political, law-enforcement and intelligence efforts against terrorism would gain momentum and coherence.
