Das Programm "Soziale Stadt" wurde 1999 gestartet, um Stadtquartiere mit großen städtebaulichen, wirtschaftlichen und sozialen Problemen zu stabilisieren. Mittlerweile sind bundesweit mehr als 520 Stadtquartiere in 330 Städten und Gemeinden in das Bund-Länder-Programm aufgenommen worden. Rund 2,3 Milliarden Euro haben Bund, Länder und Gemeinden insgesamt dafür eingesetzt, der Bund davon allein 760 Millionen Euro. 2006 wurde ein neuer wichtiger Schwerpunkt gesetzt: Im Rahmen von Modellvorhaben werden auch sozial-integrative Maßnahmen, zum Beispiel in der Jugend- und Bildungspolitik, gefördert. Außerdem wurde die "Soziale Stadt" um das ESF-Bundesprogramm "Bildung, Wirtschaft, Arbeit im Quartier" (BIWAQ) erweitert. Auf dem Jubiläumskongress präsentieren fünf Projekte ihre Erfahrungen aus der Praxis (Nürnberg-Nordostbahnhof, Berlin-Neukölln, Quartier Reuterplatz, Offenbach-Östliche Innenstadt, Duisburg-Marxloh, Stralsund-Grünhufe).
