Der vorliegende Bericht untersucht Gründe, Typen, Erscheinungsformen sowie die Geographie ethno-territoraler Konflikte (ETK) in den GUS-Staaten und im Baltikum. Der Zerfall der Sowjetunion war für die meisten ETK im postsowjetischen Raum nicht die Ursache, sondern Katalysator ihrer Zuspitzung. Die Erscheinungsformen der ETK - als Konflikte von Ideen, Konflikte politischer Institutionen, Konflikte mit Massenaktionen und militärische Konflikte - drücken nicht nur den Grad ihrer Zuspitzung, sondern auch die Phase der Konfliktentwicklung aus. Besonders charakteristische Typen von ETK in den GUS-Staaten und im Baltikum sind: Konflikte wegen umstrittener Gebiete mit Forderung nach Grenzänderung; Konflikte aufgrund des umstrittenen administrativen Status eines ethnischen Territoriums; Konflikte der Hinausdrängung einer ethnisch fremden Bevölkerung aus dem bisherigen Siedlungsgebiet. Die Möglichkeiten, ETK zu lösen und ihre Folgen in den Nachfolgestaaten der UDSSR zu überwinden, sind unmittelbar verbunden, ob sich dort bürgerliche Gesellschaft und demokratische Institutionen entwicklen können, ob eine tolerante und offene Nationalitätenpolitik, insbesondere im Hinblick auf die etnischen Minderheiten, durchgeführt wird.
