Das Autorenteam sieht Europa durch unkalkulierbare Risiken des Überganges in der Sowjetunion bis 1995 und die irreversible Proliferation von Massenvernichtungswaffen und Raketentechnologie nach Nordafrika sowie den Nahen und Mittleren Osten bis zum Jahr 2000 einem erhöhten Risiko ausgesetzt. Deshalb wird gefordert, daß diese Risiken die neue Strategie der NATO bestimmen. Orientierungspunkte dafür sind etwa der Erhalt des strategischen Gleichgewichts in Europa sowie der amerikanischen Präsenz, Anpassung der NATO an die vielfältigen künftigen Krisen und die Errichtung eines Verteidigungsystems gegen Raketen. Ausführlich behandelt werden die neuen Aufgaben der NATO außerhalb Europas vor allem im Mittleren Osten und Drittweltländern. Obgleich die politischen Dimensionen wichtiger eingeschätzt werden als militärische Maßnahmen, wird davor gewarnt, die Integration der Führung und Versorgung, den Ausbau der schnellen Einsatzkräfte und die luft- und seegestützte Beweglichkeit zu vernachlässigen.
