Wohin steuert Lateinamerika? - oder besser: Wohin wird es gesteuert? Genau dies registriert en detail der Bertelsmann Transformation Index (BTI), der von der zentralen Rolle der Gestaltungsleistung der politischen Eliten für politische und wirtschaftliche Reformprozesse ausgeht. Die ambivalenten Signale zum Zustand von Demokratie, marktwirtschaft und Regierungsführung sind in den beiden letzten Jahren stärker geworden. Der Linksruck in einigen Ländern und der politische Sturm, der die Andenländer erfasst hat, haben zudem die Sorgen wachsen lassen, dass die in den letzten zwei Jahrzehnten erzielten Transformationsgewinne wieder gefährdet sein könnten. Diese Tendenzen sind prägnanter Ausdruck der ungelösten Entwicklungsprobleme Lateinamerikas, bei denen sozioökonomische und politisch-institutionelle Defizite zusammenspielen. Die politischen Eliten Lateinamerikas wissen darauf bis dato keine Antwort. (Brennpkt Lat.am/DÜI)
