Series Statement: OECD Development Centre Policy Insights
Content: The East Asian development experience is still not well understood - especially the region's clustered, sequential development process and neighbourhood effects linking economies at different levels of industrial development. Until now, the development impact of OECD-country policies had never been analysed systematically from this perspective. How have different policy vectors transmitted by OECD countries, notably in the areas of trade, investment and aid, contributed to the development of the region?

Content: This book looks at the impact of OECD-country policies on East Asia in a variety of areas: trade, investment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the interaction of these OECD-country policies and their coherence with each other. This book is part of an attempt by the OECD to establish guidelines for defining and adopting coherent policies conducive to development outside the OECD area, thus contributing to the world-wide search for answers to questions of poverty reduction and growth with equity. It is also part of an attempt to provide policy makers in both developing and OECD countries with the tools to formulate policies in harmony with each other to foster the integration of poorer countries into the international economy. "This is an indispensable source of insight for all scholars seeking fresh and authoritative information and analysis of the still unfinished job to improve the coherence of OECD countries' policies toward East Asia after the crisis." --Professor Rolf J. LanghammerVice-President of the Kiel Institute of World Economics, Germany "This is a must read volume for anyone who would like to learn seriously about relevant policy coherence for development and actual practices for East Asia's outward-oriented growth within an increasingly integrated world." --Professor Suthiphand ChirathivatChairman, Economics Research Center and Center for International Economics, Chulalongkorn University, Thailand

    Series Statement: The development dimension
Content: What does policy coherence for development mean? Increasing global integration through trade, capital and labour mobility brings increasing mutual responsibilities and mutual policy repercussions. These realities call for greater coherence between the various OECD country policies that shape and impact today's rapidly evolving global economy. The essays in this volume address controversial policy issues affecting development today, ranging from increasing capital flows, financial regulation and socially responsible investment to achieving the Millennium Development Goals. This collection represents an important contribution to the knowledge of the effects of interdependence and policy coherence on the relationship between OECD countries and the developing world.

Content: Since its foundation in 1961, the OECD Development Assistance Committee (DAC) – nerve centre of the aid effort of the “rich” countries – has played a central role in the PostWar aid system. This book traces the history of the institution and reflects on its future. How intense diplomacy led to the creation of the OECD itself and the DAC is disclosed here for the first time. How the DAC works, how it shaped development finance by defining and measuring Official Development Assistance (ODA), and how it has pursued its founding mission to increase the volume and effectiveness of aid, are key to the story. The end of the Cold War brought on major aid fatigue. In response, the DAC proposed human development goals that eventually became the UN Millennium Development Goals (MDGs). It also prioritised policy frontiers such as gender equality, fragile states, sustainable development and policy coherence. More recently, the universal 2030 Sustainable Development Goals (SDGs) have succeeded the MDGs. China has become a leading source of development finance, population in SubSaharan Africa is set to double to 2 billion by 2050 out of a world total of 10 billion, and “global public bads” such as climate change and worldwide pandemics are putting not only development but our civilisation at risk. In this environment of unprecedented challenges and contested cooperation, the DAC seeks its place in the evolving global development architecture.
