So urteilte im ausgehenden 19. Jahrhundert der russische Schriftsteller Vsevolod M. Garsin über seine Heimatstadt. In diesen Worten spiegelt sich wider, was sich wie ein roter Faden durch fast drei Jahrhunderte Geschichte zieht, seit Peter der Große im Jahre 1712 die Hauptstadt an den westlichen Rand des Russischen Reiches verlegte: die Konkurrenz zwischen Moskau und der Stadt an der Neva. Im Unterschied zum alten, orthodoxen Moskau steht St. Petersburg als "Hauptstadt des Geistes" in der russischen Geschichte synonym für die Hinwendung zu Modernität und Aufklärung, für den Versuch, von Rückständigkeit geprägte Traditionen und Strukturen zu überwinden. "Piter", wie die Stadt bis zum heutigen Tag immer wieder liebevoll von ihren Einwohnern genannt wird, symbolisiert deshalb das eigentliche "Tor zum Westen", über das Rußland seine Zukunft in Europa zu finden gedachte. Unter historischen, kultur- und literaturgeschichtlichen, unter politischen und wirtschaftlichen Gesichtspunkten beleuchten Autoren verschiedener Fachrichtungen die Entwicklung der Stadt, von ihrer Gründung bis zur Gegenwart.
