tungsindustrien durch immer höherentwickelte Werkstoff- und Produktqualitäten - und dies gerade auch im Substitutionswettbewerb mit alternativen Werkstoffen - gerecht zu werden, enge anwendungstechnische, informationelle und logistische Verbünde mit ihnen herzustellen, und an der Weiter- und Neuentwicklung der Produktionsverfahren zu arbeiten, das ist u. E. der Zukunftspfad, den die ESI der EG einschlagen muß und den die ESI der BRD ein Stück vorausgeeilt ist. Im Feld der Massenstähle und Standardprodukte ist keine Zukunft zu gewinnen - im Gegenteil: für diesen Branchensektor gilt die in den 70er Jahren vieldiskutierte These einer "neuen Weltarbeitsteilung" mit der Auslagerung ausgereifter Massenproduktionen in die Länder mit komparativen Kostenvorteile. Für die Stahlindustrie besagte diese These, daß in absehbarer Zeit die Flüssigphase der Stahlproduktion ganz aus den industriell höchstentwickelten Ländern verschwinden würde und allenfalls hochspezialisierte Reroller noch eine Chance hätten. Die neue Koppelung zwischen Stahlerzeugung und -verarbeitung in den industriellen Zentren - wie wir sie gerade an der ESI der Bundesrepublik feststellen könnten - hat für einen Branchensektor diese Entwicklungsthese außer Kurs gesetzt. Die Kehrseite davon ist: die Notwendigkeit einer Mengenanpassung, der Ab- und Umbau der Erzeugungskapazitäten. Diesbezüglich besteht auf dem "Zukunftspfad" der Branchenentwicklung auch in der BRD weiterer Handlungsbedarf. Nicht zuletzt deswegen bleibt aktuell, was die Stahlmoderatoren 1983 als Restrukturierungslösung vorgeschlagen hatten: "Die Vorschlage der Moderatoren gehen von folgenden Hauptkriterien aus: Maximierung des Gesamtrationalisierungspotentials der deutschen Stahlindustrie; Optimierung der zukünftigen Investitionen; Erhaltung möglichst sicherer Arbeitsplatze; Minimierung der erforderlichen Hilfen der öffentlichen Hand
