Auf der Basis zweier Befragungen von Politikern und Bürokraten in den Jahren 1983 und 1987 wird der Wandel der persönlichen Einschätzung der von Präsident P. W. Botha betriebenen Außenpolitik deutlich. Die außenpolitische Orientierung Bothas basierte zunehmend auf einer 'total national strategy' als Gegengewicht zu dem internationalen 'total onslaught' gegenüber der RSA unter Ausnutzung politischer Ignoranz und der Furcht vor einem schwarz regierten Südafrika. Diese Strategie führte zu starken strukturellen Bindungen zwischen der politischen und bürokratischen Elite, zeigte dann aber im Zeitablauf wachsende Divergenzen. (DÜI-Hlb)
