Eine Analyse zur Verantwortlichkeit von Providern, zu Maßnahmen der Gefahrenabwehr und Strafverfolgung sowie der Verhältnismäßigkeit staatlicher Kontrolle im Internet runden schließlich die umfassende Untersuchung im Sinne der Gewährleistung von Freiheit und Sicherheit für die Nutzung des Internets ab.
