Grenzüberschreitende Angriffe von international operierenden Terroristen stellen eine signifikante Sicherheitsbedrohung dar und haben des Öfteren militärische Interventionen des attackierten Staates ausgelöst. Allerdings kann nicht jeder Angriff von privaten Akteuren einem Staat zugerechnet werden. Das Recht des angegriffenen Staates auf Selbstverteidigung kollidiert insofern mit der territorialen Integrität des Aufenthaltsstaates. Daher diskutiert diese Arbeit, wie die widerstreitenden Interessen aufgelöst werden können und in welchem Rahmen militärische Maßnahmen auf dem Gebiet des Aufenthaltsstaates gerechtfertigt sein können. Die Autorin zeigt dabei auf, wie in der Völkerrechtslehre und der Staatenpraxis Souveränität im Rahmen der Terrorismusbekämpfung mittlerweile als Verantwortung und Rechtspflicht begriffen wird. / »The Impact of the Fight against International Terrorism on the Principle of Sovereignty« -- International terrorism has a significant impact on perceptions of security throughout the world, raising questions about the legality of the use of armed force against terrorists based on the territory of the other states. The dissertation aims to analyse these issues and explores if the principle of sovereignty also implies a responsibility on the part of states to counter the threat of terrorism.
