Die ersten freien Wahlen zum Wiener Gemeinderat bringen 1919 der Sozialdemokratischen Arbeiterpartei die absolute Mehrheit. So beginnt ein international beachtetes Reformprojekt, das auf eine tiefgreifende Verbesserung der Lebensbedingungen in der Stadt und eine weitreichende Demokratisierung der Gesellschaft zielt.
