Wenn sich der Historiker mit dem wechselnden Schicksal der Völker im Ablauf der Zeiten auseinandersetzt, gilt seine Aufmerksamkeit vor allem den tragenden politischen Kräften, ihrem Wirken und dessen Folgen. Nur gering ist sein Interesse an der Qualität und an der Entwicklung der Finanzordnung, obgleich sie in aller Regel für den Erfolg oder Mißerfolg politischer oder gar militärischer Aktionen entscheidend ist. Völlig ignoriert wird die Existenz der staatlichen Finanzkontrolle. Es ist ein bleibendes Verdienst Theo Pirkers und seiner Mitarbeiter, daß durch Projekte des Zentralinstituts für sozialwissenschaftliche Forschung der Freien Universität Berlin wenigstens für einen Teil der historischen Entwicklung, nämlich für die Zeit vor und nach 1945, Licht in das bisherige Dunkel gebracht worden ist. Hier sind die von Pirker herausgegebenen Bücher "Rechnungshöfe als Gegenstand zeitgeschichtlicher Forschung" und "Die bizonalen Sparkommissare" sowie das Buch von Rainer Weinert über "Sauberkeit in der Verwaltung im Krieg" zu nennen. Wichtig ist auch "Die verkannte Macht" von Franz O. Gilles sowie das Buch "Von Potsdam nach Frankfurt" von Hermann A. Dommach über das Ende des Reichsrechnungshofes, der in Potsdam residierte, und über den Weg zum Bundesrechnungshofes mit dem Sitz in Frankfurt/M. Angeregt durch alle diese Arbeiten ist es zu dem hiermit vorgelegten Buch gekommen. Gustav Heinemann sagte einmal in seiner Zeit als Bundespräsident, es sei die Aufgabe des Historikers, Spuren zu sichern. Der Verfasser betrachtet sich zwar nicht als Historiker
