In dem Beitrag stehen die Reformmaßnahmen zur europäischen Struktur- und Regionalpolitik im Vordergrund, wie sie im Rahmen der AGENDA 2000 beschlossen wurden. Die Analyse dieser Reformen unterstreicht, daß sich die Gesamtkonzeption der Kommissionsvorschläge in allen Kernbereichen durchgesetzt hat. Damit sind die Leitbegriffe Konzentration, Effizienzsteigerung und Vereinfachung für die zukünftige europäische Strukturpolitik verankert worden. Inhaltlich steht die verstärkte Ausrichtung der Strukturpolitik an der Förderung eines beschäftigungsintensiven Wachstums im Mittelpunkt. Ferner wird ein eigens für den Erweiterungsprozeß entwickeltes, differenziertes Instrumentarium dargestellt, das einerseits die Koordinierung der EU-Politiken gewährleistet, andererseits mit genügend Finanzkraft und Flexibilität ausgestattet ist, um eine Integration der Beitrittskandidaten zu ermöglichen. Besonderes Augenmerk gilt der Frage, welche Auswirkungen sich für Deutschland mit der Reform ergeben. Hierbei wird nicht nur aufgezeigt, daß Deutschland finanziell zu den Gewinnern der Reformen gehört, sondern darüber hinaus, daß über die Maßnahmen der Dezentralisierung und Vereinfachung auch das Subsidiaritätsprinzip in der Umsetzung der Strukturpolitik gestärkt wird.
