    Content: 本文试图对撒哈拉以南非洲与中华人民共和国二个区域的贫困情况和反贫困措施进行比较研究。反贫穷的问题逐渐地已经得到了全球的诉愿, 如今在联合国议程上也成了对提高人民生活水平不可缺少的研究步骤。发达国家对贫困或经济落后地区或国家的待遇也有所改变了,贫困对社会发展影响和所造成的社会不稳定也成了许多国家最重要的一个难题。 本研究具体分为三个层次, 即初始因素、经济因素、和根本因素,来进行两区域经济和社会发展的分析,比较中国抗贫困成功与撒哈拉南部非洲抗贫困失败原因何在, 从而来探讨下列若干有关问题:中国经济发展和反贫困成功的原因何在?撒哈以南部非洲经济表现为何如此阴郁? 中国具备什么对经济发展有利的独特条件,而且萨哈拉南部非洲能否复制这些条件? 这些及其他相关问题就成了本研究的主要思路。 本文研究的主要目的有三方面:一是研究初始因素在中国和撒哈拉南部非洲两区域经济增长和社会发展中起什么角色, 从而明确调查地理、生物地理、文明文化、殖民的影响和其他有关原始因素的作用。 二是比较两区域的传统近期因素,即收入、 储蓄与投资、正规教育、贸易、人口增长、政治与经济制度等因素,两区域确实存在着许多不同方面的区别, 而撒哈拉南部非洲能否赶上中国的经济发展的水平? 三是进行贫困政策分析,寻找减贫困的内源因素,并且分析政府能如何有效地促进和控制对平民有益的若干因素。 本文研究表明,萨哈拉南部非洲存在许多抑制经济发展不利的因素, 包括内陆国家, 沉重热带疾病的负担, 高度的民族分解, 殖民的不利影响, 低储蓄和投资率, 低水平的物质和人力资本等原始、近期和首要因素。 除此之外,撒哈拉南部非洲是战争频发的, 具备不成熟的制度, 维持经济增长比较难实现。由此可见,撒哈拉南部非洲的贫困范围比较广而且贫困程度比较深, 意味着减贫困工作所需要的资源要多得多。 与撒哈拉南部非洲不同, 中国正在抓好并且有效地利用对经济有利的条件包括原始、近期和首要因素。虽然中国地理规模对减贫困工作带来了一定的挑战, 但从另一角度来看也提供了一个完美的自然平衡; 从经济地理上可以把中国划分成三个经济地带:沿海地区为工业地带,中部地区为人力资源地带,而西部为自然资源地带。中国具有五千多年的历史和文化,而且民族分解程度特少 (汉族占全国民族总数的百分之九十以上) ,对经济发展都有好处, 使中国在经济方面领先撒哈拉南部非洲。新中国建立以来, 国家社会经济稳定,促进了制度的发展和成熟, 包括政治、法律、安全、经济、民生社会等。 也许更重要的减贫困措施之一是在给予经济授权基础上,中国对贫困地区还执行了直接干预措施。 从毛泽东至胡锦涛领导下的政治安定,已经在中国有显著效应。 经济改革开放是中国经济发展的主要动力。 与此相关, 中国的减贫困工作成功的直接和间接因素主要为五方面:第一,全国性的经济改革放松了劳动力流动限制, 允许数以亿计贫穷的乡下农民在经济发达的沿海地区都市寻找工作, 直接将家庭脱贫致富。换句话说, 经过市场机制重新分配过剩的劳动力, 使乡下的家庭收入在短时期提高并摆脱贫困。 第二,改革开放以来, 中国的投资水平有持续性增长的趋向。与撒哈拉以南非洲不同, 中国的投资特点是私人投资和政府投资都很高。在基础设施上, 政府投资起到很大的作用, 帮助并巩固了私人投资。第三, 中国中央政府执行的资源重新分配政策, 即将资源从经济发达的沿海地区分配到经济落后的西部地区, 对减贫困工作有很大效果。中央政府资助的大项目, 如 “西部大开发” 对许多贫困的家庭带来了不少收益。另外, 政府补贴和城市无业人员现金支付对改善贫困家庭的生活质量有很大帮助。第四,新中国建立以来, 政府对教育和医疗卫生投入比较高,大多数的城镇已经达到九年制义务教育,虽然农村地区仍然落后,中国的三级教育的质量提高也逐渐对人力资本提供了大量积累。第五, 中国家庭在中国文化传统影响下的行为有利于反贫困的成功,中国人吃苦耐劳、节约、负责任等都是有利因素。 总之,作者认为,持续性经济增长是撒哈拉以南非洲长期反贫困的唯一办法。面对现在的经济冲击和贫困的普遍性和严重性, 政府必须结合两方面的措施, 即促进贫困户经济增长的长期政策和直接干预的短期政策。 这将会不但提供数以百万计饥饿的孩子最必要的营养, 而且短期内可提供温饱、教育、卫生等条件。
