    Content: 2016年是我国"十三五"的开局之年, 也是我国进入全面建成小康社会决胜阶段的第一年, 我国的文化建设像经济建设、政治建设、社会建设和生态文明建设一样, 进入了全面快速发展的时期。2017年, 党的十九大胜利召开, 标志着我国进入中国特色社会主义新时代, 人民日益增长的美好生活需要与发展不充分不平衡之间的矛盾成为我国社会发展的主要矛盾, 这既对我国文化建设提出了更紧迫的要求, 也为各项文化事业和文化产业提供了空前的历史机遇和有利条件。这两年, 在习近平新时代中国特色社会主义思想指引下, 社会主义核心价值观进一步深入人心, 中华民族的文化自信普遍增强, 中国文化的民族认同和国际影响也迈上了新的台阶。党和政府进一步加强了文化投入, 文化强国建设力度空前加大, 文化生产能力得到大幅度提升, 文化产业异军突起, 文化需求、文化供给、文化消费水平普遍提高。本书着眼于2016-2017年我国文化发展现状, 从文化建设、文化生产、文化产品、文化服务供给与消费、文化国内和国际传播与影响等六个方面, 对我国文化的新发展、新成就以及一些存在的问题进行总体上和指数上的描述和分析, 对中国文化两年来发展所达到的水平和竞争力做出定性和定量评估, 对2018年以及全面建成小康社会前中国文化建设发展进行科学预测, 希望借此为中国文化建设和发展的顶层设计以及社会文化管理提供宏观上的理论参考和数据支撑, 以增强中国文化建设和发展的自觉性、主动性和预见性。2016-2017年, 我国文化事业的投入持续增长, 文化事业费的总额和占国家财政总支出的比重都达到了历史新高, 国家和政府密集出台了一系列促进文化事业建设发展的方针政策以及"十三五"时期文化发展规划和具体实施文件, 文化事业的指导思想和发展布局更加明确。文化产业政策导向明确且初见成效, 文化产业的总体走势良好, 成为宏观经济发展中新的增长点, 新兴文化产业蓬勃发展。公共文化服务体系进一步完善, 公共文化服务取得了前所未有的成就。公共文化服务法律法规供给、公共文化服务资金供给、公共文化从业人员供给、公共文化各分领域的服务供给都比较充分, 公共文化立法工作取得了突破性进展。公众基本公共文化服务消费水平有所提升, 公众对政府购买公共文化服务供给的满意度增加。文化产品进一步呈现繁荣的局面, 无论是艺术产品还是理论成果都有大幅度增长。在传统媒体与网络媒体高度融合的背景下, 数字技术创新与文化创意成为中国文化国内传播的主要引擎, 相关文化法规与政策保障是中国文化国内传播的重要推动力, 国内文化影响力的整体水平有较大提升。文化对外交流进一步增多, 文化海外传播能力和影响力进一步增强, 中国国家和中国文化的国际形象进一步凸显, 文化软实力和国际话语权进一步提升。我们也应该看到, 我国文化在目前的发展过程中, 还存在精英人群对核心价值观认同度不够高, 文化资源城乡分布还不均衡, 基层公共文化队伍还不健全, 文化产业创新能力还不够, 文化产品和文化活动仍不能充分满足人民群众日益增长的美好生活需求, 文化产品的国际竞争力、文化对外传播能力还有很大的提升空间等问题。为了给本书提供首发的鲜活数据, 本书编纂单位湖北大学高等人文研究院、中华文化发展湖北省协同创新中心和湖北文化建设研究院每年组织一次"中国文化发展状况调查"。2017年发放调查问卷4500份, 共收到问卷4238份, 调查范围涉及18个省级单位、33个市县级单位和2个调查点。剔除填写不规范、不完整的问卷以后, 有效样本为4204份。本书一如既往, 充分利用了这一常规性调查的数据。同时, 本书还收入了根据这次调查数据撰写的专题报告"文化建设和发展对核心价值观认同影响研究报告"。该报告从文化建设和发展事业的角度分析了影响当前我国核心价值观认知认同的因素, 认为经过近几年的培育和践行, 人们对核心价值观的认同度已经有了很大提高。调查报告也显示, 人们普遍认为"增强文化自信""加大对网络传媒的监管力度""提升文化产品的创新度"等对增强人们对核心价值观的认同产生了积极影响, 而"政府的文化管理"和"公共文化供给"对核心价值观认同的影响并不十分显著。这表明, 当前我国的文化管理和文化供给工作还有很大的提升空间。本书建议, 当前应该着力增强文化自信, 提高文化产品供给质量, 强化文化事业管理, 为核心价值观的认同提供心理保障、内容保障和制度保障。
