    Content: The Chaudfontaine Group was established in 2010 as an annual two-day gathering of young Europeans with diverse academic backgrounds, including lawyers, economists and political scientists, from relevant national authorities, European institutions, scientific centres and industry. Its members are invited to discuss their respective viewpoints on the European trade of sensitive goods, focusing on the strategic issues confronting this sector in a rapidly evolving international context. In December 2013, at its fourth conference, the Group met with African experts to debate the question of how African countries control the trade of dual-use items and the challenges they face in their search for effective regulations. The objective was to study whether international norms and experiences, pertaining both to states and to organisations, could be used as standardised models for African countries affected by unique security concerns. This volume analyses and discusses those trade control systems which could be described as «models» and might therefore serve as a standard to be exported to the African countries in question. The debate is multi-levelled and studies the possibility of setting universal, regional or even-sub-regional norms. The contributors to this book, who display a wide variety of expertise, call for the adoption of norms which they argue have the potential to reconcile freedom of trade with international security, without presuming that these norms should be universal.

    Content: This book has won the Jean Blondel PhD award of the European Consortium for Political Research (ECPR), and was nominated for the Annual PhD Prize of the Dutch and Flemish Political Science Associations. Theories on ethnic conflict tend to work on the premise that a deeply divided public opinion undermines democratic stability, and that conflict-ridden polities are not fertile ground for the development of a strong democracy. Democratic stability in divided societies is seen to be endangered whenever the demos plays too prominent a role, so the commonly formulated solution is that citizens should remain passive. This book addresses the role of citizens in such divided societies while they are facing political conflict. It offers interesting new perspectives on the potential of deliberative democracy as a viable alternative in the case of deeply divided polities. The author uses cutting-edge data from a deliberative experiment in Belgium, where he gathered Flemings and Walloons to discuss the future of the country at a moment when the tensions between the linguistic groups were at an historic high. His findings are insightful and interesting for deliberative theorists and practitioners, as well as for scholars of ethnic conflict.

    Content: The Chaudfontaine Group was established in 2010 in order to hold an annual two-day meeting gathering young Europeans with diverse academic backgrounds – lawyers, economists and political scientists – from relevant national authorities and European institutions, from industry and from European academic centres. Its members are invited to discuss their respective viewpoints on strategic issues concerning the European trade of sensitive goods in a constantly and rapidly evolving international context. In November 2012, at its third conference, the Group debated the subject of the European dual-use trade controls from the perspective of EU members, institutions and industry, addressing the challenges linked to intangible technology transfers and the extraterritorial application of non-EU legislation. The objective was to review and discuss a rapidly evolving issue through the lens of individual member states’ export control regulations and experience, and from the perspectives of both industry and academia. Exploring the way that export controls have evolved and analysing both «hard» and «soft» legal norms, the third conference set out to establish a critical understanding of new developments as well as looking at the more specific elements of export control, with a view to formulating propositions that would go «beyond regulations». Throughout this book, contributions from a wide variety of EU member states demonstrate that in the realisation of the European motto «United in diversity» the EU is once again searching for greater coherence on the international scene.

    Content: In 2010, the European Studies Unit of the University of Liege, under the aegis of the Belgian Presidency of the Council of the European Union, invited young researchers from all over Europe to meet and discuss the existing rules governing the trade of items that may be used for both peaceful and non-peaceful purposes. During a two-day conference held in Chaudfontaine, Belgium, each participant presented the export control system of his or her member state. Debates took place with eminent specialists, representatives of the European institutions and representatives from industry on the challenges faced by European states when trying to reconcile trade performance and global international security. The potential role played by the European Union in the regulation of this so-called «sensitive trade», as well as the past, present and future of European harmonisation over this issue, was also at the core of the discussion. This book brings together these contributions from a wide variety of member states and demonstrates that the future of the European motto, «United in Diversity», lies in greater coherence on international issues. Initiatives such as this newly created «Chaudfontaine Group» will undoubtedly contribute to this achievement.
