    Content: 建设生态文明，关系国家未来，关系人民福祉，关系中华民族永续发展。党的十八大以来，以习近平同志为核心的党中央，站在坚持和发展中国特色社会主义、实现中华民族伟大复兴中国梦的战略高度，把生态文明建设纳入中国特色社会主义事业总体布局。与此同时，“生态文明建设”“绿色发展”“美丽中国”被写进党章和宪法，逐渐成为全党意志、国家意志和全民共同行动。2021年10月，中共中央、国务院发布《关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》，对努力推动实现碳达峰、碳中和目标进行全面部署，为新时期中国生态文明建设指明了新方向。本书分为总报告、评价篇、碳达峰碳中和篇与政策布局篇四个部分，从多个角度对中国特色生态文明建设展开研究，以期为国家和地方推进生态文明建设提供理论指导和政策参考。总报告，主要从中国推进生态文明建设的背景及意义、总体布局、重点任务、问题与挑战、战略重点与实现路径等方面开展研究，并提出了推进中国特色生态文明建设的总体思路和建议。总报告围绕生态文明建设的“四梁八柱”、“五大体系”、“三个布局”和“一个纳入”，分析了中国特色生态文明建设的总体布局；明确了中国特色生态文明建设的重点任务，总结了当前面临的困难与挑战。在此基础上，梳理了中国特色生态文明建设的战略重点与实现路径，并提出了相关政策建议。评价篇，主要从绿色发展、自然生态高质量两个结果维度，以及绿色生产、绿色生活、环境治理和生态保护四个路径维度，构建中国特色生态文明建设评价指标体系。评价报告采用CRITIC法和线性加权法对2011～2019年全国和省域生态文明建设水平进行了时空动态评价。研究发现，中国特色生态文明综合指数总体呈上升态势，但各省域受区域经济、生态环境等条件的限制，建设水平存在明显的异质性。从发展维度来看，两个结果维度指数平稳增长，四个路径维度指数波动幅度较大，各省域生态文明建设水平呈现一定的分化现象。碳达峰碳中和篇，主要分析了近年来碳排放政策的国内外发展趋势，总结了我国实现碳达峰碳中和的具体路径，包括坚持节能减排战略、发展绿色低碳经济、增进碳封存碳汇、加速碳捕获和封存技术开发等。同时还分析了我国实现碳达峰碳中和的现行措施，重点说明了生物质能源在实现碳达峰碳中和发展战略中的作用，提出总量控制协同减排等有关政策建议。政策布局篇，主要聚焦若干政策专题，重点研究了主体功能区战略与优化国土空间开发格局，分析了中国特色生态文明法治建设现状，探讨了新时期我国生产生活方式绿色化转型问题。同时，还对城市生活垃圾分类的结构性困境与出路、生态文明导向下的农林高质量发展路径、生态文明建设背景下生态补偿机制的理论逻辑与制度体系，以及中国生物多样性保护现状、问题与对策进行了分析，并提出相关政策建议。总体而言，本书围绕中国特色生态文明建设这一主题，对我国生态文明建设的发展现状、面临的挑战、战略方向、重点任务、政策布局等展开了深入研究，并得出一些有价值的研究结论，力求为新时期推进生态文明建设提供政策参考。
