    Content: Au début des années 90, le gouvernement néerlandais et des représentants des organisations patronales ont exhorté le secteur de l’enseignement supérieur professionnel (HBO) à restructurer son offre de formations. Les différentes filières du HBO ont été sommées de réduire le nombre de leurs programmes afin d’en améliorer les performances. Une théorie fondée sur la dépendance financière et l’analyse de réseau est avancée pour expliquer pourquoi certains sous-secteurs ont réagi différemment aux pressions exercées. L’analyse expérimentale de quatre sous-secteurs est effectuée : agriculture, économie, ingénierie, et culture-société. L’hypothèse de départ n’a pu être qu’en partie confirmée, mais un effet combiné d’une dépendance à l’égard du gouvernement, d’une dépendance à l’égard du marché du travail, et de l’hétérogénéité sous-sectorielle est démontrable. Vu le nombre limité de cas étudiés, des recherches complémentaires sont recommandées. Parallèlement, il est entendu que la macro-démarche quantitative retenue doive être complétée par des microanalyses (études de cas) de l’apparition et de la disparition des programmes de formation.

    Content: In the beginning of the 1990s, Dutch government and representatives of employers’ organisations have urged the higher professional education sector (HBO) to restructure the supply of the programmes in the sub-sectors of HBO. The sub-sectors were challenged to cut back the number of study programmes to increase the efficiency of the supply. A theoretical framework based on resource dependence and network analysis is proposed to explain why different sub-sectors have reacted differently to the pressure to reduce the pressure. An empirical analysis is carried out for foursub-sectors: agriculture, economics, engineering and the socialcultural sector. The hypotheses could only partly be confirmed, but the simultaneous effect of government dependence, labour market dependence and sub-sector heterogeneity can be shown. Given the restricted number of cases, suggestions for further research are formulated. At the same time, it is implied to complement the chosen quantitative macro-approach with micro-analyses (case studies) on the emergence and disappearance of study programmes.

    Content: This paper addresses the debate on the third cycle of European higher education. Currently, much attention is paid to improving the structure and quality of doctorate education in the European context of the Bologna process and the Lisbon objectives. However, alternatives to the traditional doctorate are hardly addressed in the policy documents of governments and other agencies. The promise of one of these alternatives – the professional doctorate – is discussed. Without suggesting this alternative to be the ultimate solution to problems in the third cycle, the paper argues that a dual policy strategy seems appropriate: improving the traditional doctorate and allowing alternatives to flourish.

    Content: Ce document traite du débat sur le troisième cycle de l’enseignement supérieur en Europe. En effet, de nombreux efforts sont déployés à l’heure actuelle, dans le contexte européen du Processus de Bologne et des objectifs de Lisbonne, pour perfectionner la structure et améliorer la qualité des formations doctorales. Pourtant, les documents d’orientation élaborés par les autorités nationales et les autres instances concernées évoquent à peine les formations doctorales non traditionnelles. Nous étudierons ici le potentiel de l’une de ces autres types de formations doctorales, à savoir le doctorat professionnel. Sans aller jusqu’à prétendre que ce dernier représente la solution aux problèmes inhérents au troisième cycle de l’enseignement supérieur, nous montrerons pourquoi une stratégie reposant sur deux axes, à savoir le perfectionnement du doctorat traditionnel et la mise en place d’autres types de formations doctorales, semble la plus indiquée.

    Content: This book addresses the complex phenomenon in higher education of structural reforms in higher education systems. Across the globe, governments initiate comprehensive reforms of their higher education systems because they want their models to be the best and to excel at what they do. This regularly requires governments to change the higher education landscape to achieve their set objectives. Changes can include merger processes, the introduction of a new sector of higher education or a new type of higher education institution or excellence initiative. This book explores the current understanding of how successful such comprehensive reforms have been through an examination of eleven reform cases in European countries.
