    Content: This paper uncovers the reason why social networks are used in a job market. The data are novel: a nationally representative matched employer-employee data set in Bangladesh with detailed information, including direct measures of the use of social networks. The empirical analysis shows that compared with those who used open channels to find jobs, the employees who used social networks found jobs more easily, have lower observable abilities, and achieved lower employment outcomes conditional on observable and unobservable abilities. These results are robust whether firm-occupation fixed effects are controlled for or not. By comparing these findings with theoretical predictions, the paper concludes that social networks play the role as fast and easy but narrow-spectrum matching. That is, social networks allow job seekers to find jobs quickly and easily and thereby reduce search costs, but the types of jobs available from social networks are narrower than those from open channels. As a consequence, those who choose to use social networks are more likely to end up having mismatched jobs, that is jobs in which they cannot take advantage of their specialties. In the context of developing countries, a considerable number of poor job seekers may use social networks out of necessity even if the returns to finding good-match jobs through open channels are sufficiently high

    Content: Pakistan's social protection system is still in a nascent stage of development and so is the country's fiscal and institutional architecture for inter-governmental relations. In particular, the implicit devolution of social protection and related functions in the eighteenth constitutional amendment in 2010 has created a level of uncertainty and certain lack of consensus about the definitive roles of federal versus provincial governments in providing social protection to the population. This note is intended to contribute to informed debates about the future of federalism and social protection in Pakistan. It describes key features of the ways in which mature federations have organized their social protection sector and summarizes possible implications for Pakistan. Drawing on the descriptions on how social protection functions are distributed across levels of government in ten relatively mature federations (including South Africa which is constitutionally a unitary state but is highly decentralized in expenditure assignment), this discussion note is intended as merely one type of input for policy-makers in Pakistan to consider how best to organize the social protection functions across levels of government in the country's evolving inter-governmental relations

    Content: In the Philippines' highly decentralized political system, smooth functioning of inter-governmental relations is key to effective service delivery and good governance overall. Although considered a milestone, the 1991 Local Government Code, the Philippines' basic legislation governing inter-governmental relations, contains provisions that thwart vertical and horizontal resource equalization among local government units, and contributes to mismatch between expenditure assignments and the fiscal capacities of the local government units. Numerous technical reports have called for adjustments to the existing revenue and expenditure assignments, yet no tangible progress has been made. This paper assesses the prospects of legislative reforms on the revenue side of the decentralization framework. Using a variety of approaches ranging from a historical analysis to institutional analysis of the legislative dynamics in the Philippine congress, it assesses the prospects of a major overhaul of the Local Government Code and concludes that a significant reform is highly unlikely under the conditions prevailing in the late 2010s. By implication, any effort to improve the Philippines' inter-governmental framework will have to settle for sub-optimal incremental measures within the inefficient revenue assignment arrangement

    Content: This paper takes advantage of unique intra-country variation in the Philippines power sector to examine under what conditions politicians have an incentive to "capture" an electric utility and use it for the purposes of rent-seeking. The authors hypothesize that the level of capture is determined by the incentives of, and the interactions between, local and national politicians, where the concepts of "local" and "national" are context specific. A local politician is defined as one whose electoral jurisdiction lies within the utility's catchment area; by contrast, a national politician is defined as one whose electoral jurisdiction includes two or more utility catchment areas. These jurisdictional differences imply different motivations for local and national politicians: because of "spillover" effects, local politicians have a greater incentive to use the utility for rent-seeking than a national politician as they capture only a portion of the political gains from utility performance improvements as some of the benefits of improved service will go to other electoral jurisdictions within the utility's catchment area. The authors posit that three variables impact the magnitude of these incentives of local and national politicians: (i) the local economic context, specifically the scale of rents that can be extracted from an electricity cooperative (ii) the degree of competitiveness of local politics; and (iii) the political salience of an electricity cooperative's catchment area for national politicians. The authors illustrate this framework through case studies of specific power utilities, and suggest some policy implications
