With population growth, water scarcity will proliferate to new areas across the globe. And with climate change, rainfall will become more fickle, with longer and deeper periods of droughts and deluges. This report presents new evidence to advance understanding on how rainfall shocks coupled with water scarcity, impacts farms, firms, and families. On farms, the largest consumers of water in the world, impacts are channeled from declining yields to changing landscapes. In cities, water extremes especially when combined with unreliable infrastructure can stall firm production, sales, and revenue. At the center of this are families, who feel the impacts of this uncertainty on their incomes, jobs, and long-term health and welfare. Although a rainfall shock may be fleeting, its consequences can become permanent and shape the destiny of those who experience it. Pursuing business as usual will lead many countries down a 'parched path' where droughts shape destinies. Avoiding this misery in slow motion will call for fundamental changes to water policy around the globe. Building resilience to rainfall variability will require using different policy instruments to address the multifaceted nature of water. A key message of this report is that water has multiple economic attributes, each of which entail distinct policy responses. If water is not managed more prudently--from source, to tap, and back to source--the crises observed today will become the catastrophes of tomorrow.

    Content: A combination of poverty, water scarcity, armed conflict, and warfare has produced serious challenges for both water supply and sanitation in Yemen. Although the tanker truck system plays a critical role in filling this gap, it raises serious questions with respect to affordability, health, environment, and water resources management. Because active conflict makes parts of the country remain inaccessible, little recent data are available on the state of the country's water supply and sanitation systems. This discussion paper presents assessments of basic features of urban water supply systems in Sana'a and Aden, a detailed profile of the tanker truck service structure, including supply chain mapping, value chain analysis, and an assessment of changes to the sector since the war began. It also covers institutional support structure for the water sector, well-to-consumer supply chain, water quality, well operations, tanker trucks water delivery services, and household water demand. The analysis culminates in recommendations of interventions urgently needed to improve service delivery in Yemen's two largest cities

    Content: "Teaching the Empire explores how Habsburg Austria utilized education to cultivate the patriotism of its people. Public schools have been a tool for patriotic development in Europe and the United States since their creation in the nineteenth century. On a basic level, this civic education taught children about their state while also articulating the common myths, heroes, and ideas that could bind society together. For the most part historians have focused on the development of civic education in nation-states like Germany, France, and the United Kingdom. There has been an assumption that the multinational Habsburg Monarchy did not, or could not, use their public schools for this purpose. Teaching the Empire proves this was not the case. Through a robust examination of the civic education curriculum used in the schools of Habsburg from 1867-1914, Moore demonstrates that Austrian authorities attempted to forge a layered identity rooted in loyalties to an individual's home province, national group, and the empire itself. Far from seeing nationalism as a zero-sum game, where increased nationalism decreased loyalty to the state, officials felt that patriotism could only be strong if regional and national identities were equally strong. The hope was that this layered identity would create a shared sense of belonging among populations that may not share the same cultural or linguistic background. Austrian civic education was part of every aspect of school life-from classroom lessons to school events. This research revises long-standing historical notions regarding civic education within Habsburg and exposes the complexity of Austrian identity and civil society, deservedly integrating the Habsburg Monarchy into the broader discussion of the role of education in modern society"--

    Content: This article develops a framework for understanding the role of subnational states in water politics in decentralized federal systems. First, that role has increased worldwide as a result of decentralization. Second, the quest for autonomy sometimes leads subnational officials to prefer weak forms of cooperation. Third, the interaction of subnational states, central governments and non-governmental actors largely explains interjurisdictional conflict and cooperation in shared river basins. This framework is applied to the case of the Colorado River basin to help explain a long-term shift towards more cooperative relationships between the riparian states
