    Content: 2018-2019年处于"两个一百年"奋斗目标的历史交会期, 也是青少年体育发展的关键时期。本报告以"新时代我国青少年体育工作新格局"为主题, 对我国青少年体育发展的新政策、新进展和新趋势进行了调查、分析与预测, 为青少年体育研究提供参考资料与理论支撑。本报告首先系统分析了我国青少年体育工作的现状与发展趋势, 提出新格局下我国青少年体育工作的主要内容包括以举办全国青少年体育冬夏令营为抓手, 推动青少年体育技能的普及提高;以实施幼儿体育工程为手段, 从小开发培养孩子的身体活动能力和对体育的兴趣;以整合各方资源为机制, 创建多元化拔尖人才培养新模式;以实施青少年体育U系列赛事工程为龙头, 构建青少年赛事新格局。其次, 梳理了中央关于青少年体育工作的重要论述, 并对其进行了解读, 在此基础上提出了国家体育总局关于青少年体育工作的新思路, 为新时代青少年体育工作的开展明确了导向, 奠定了基础。再次, 从2018年青少年冬夏令营举办、全国体校/青少年U系列锦标赛、体校教练员培训工作和第三届青奥会中国体育代表团参赛情况入手, 提出我国青少年体育工作应继续创新工作方式, 加大人才培养力度, 加强国际交流与合作, 为体育强国建设打下坚实基础。对比分析了2016-2018年全国学生体质健康状况变化的特征, 调查研究了2018年全国青少年体育健身活动状况, 并对校园足球特色学校建设工作的目标任务和发展现状进行了分析讨论。为更好地筹办冬奥会, 专题研究了我国青少年冰雪运动的推广现状, 指出其主要问题集中在规划管理和文化培养两方面, 同时总结了冬季项目的跨界跨项后备人才选材工作的背景、现状与成功经验, 并选取越野滑雪和钢架雪车两个项目进行了个案研究。最后, 以国内在青少年体育冬夏令营举办和青少年体育事业改革发展方面的典型案例为研究对象, 对其成功经验进行了梳理。
