    Content: 改革开放以来,中国工会的制度变迁主要表现在两个层面,一是中国工会作为整体所发生的角色与职责的变迁,二是中国工会内部的结构分化和整合所带来的变迁。在整体的角色与职责上,从改革之初中国工会强调以生产为中心,兼顾生活、教育和民主管理,到20世纪80年代后期提出要全面履行建设、参与、教育和维护四项主要职责,再到90年代中期突出强调以维护作为基本职责,而进入新时代以来强调的是维护和服务职责的并举。在结构的分化和整合上,改革开放初期,企业工会是主要行动主体,通过生活职责即围绕计划经济时期的各种集体福利、职工之间的互济互助以及各种困难职工慰问活动等来关心职工的切身利益。在建立和完善社会主义市场经济体制时期,地方工会成为主要行动主体,通过社会化维权模式来维护职工合法权益和协调劳动关系。进入新时代以后,一方面对企业工会职责“瘦身减负”,以激发企业工会活力;另一方面地方工会“以上代下”承担企业工会难以履行的职责,从而加强地方工会与企业工会的密切联系。
