    Note: Roland W. Scholz Die letzte Dekade des 20. Jahrhunderts war durch einige Besonderheiten und Ereignisse gekennzeichnet, die bemerkenswerte Veränderungen der Umweltbelastungen und ein neues Denken bezogen auf die Beurteilung von Umweltmaßnahmen zur Folge hatten. Zu ihnen gehören neben dem Abschluss des Industriezeitalters, mit der eine weitgehende Reduktion von Emissionen im Bereich Produktion einherging, sowie dem Phänomen der Globalisierung und vor allem der Trend zur Monetarisierung von Leistungen. Von letzterem ist auch der Umweltbereich erfasst worden. Bei einer Planung von Umweltmaßnahmen oder Umwelt­ Projekten wird nicht nur nach der Wirksamkeit, sondern auch nach der Effizienz und Verhältnismässigkeit gefragt. Gefordert sind wirtschaftliches und finanzpolitisches Denken sowie der Nachweis von Notwendigkeit und Ertrag von Umwelthandeln. Es ist evident, dass dem Thema Erfolgskontrolle von Umweltmaßnahmen vor diesem Hintergrund eine Schlüsselrolle zukommt. Wie wir auch auf verschiedenen Veranstaltungen sehen konnten, stösst dieses Thema bei Praktikern und Wissenschaftlern auf gleichermassen großes Interesses. So mag es vielleicht erstaunen, dass der Begriff Erfolgskontrolle in der Literatur vergleichsweise eher selten explizit behandelt wird. Hierzu gibt es aber einige Gründe
