Content: Assaults on democracy are increasingly coming from the actions of duly elected governments, rather than coups. Backsliding examines the processes through which elected rulers weaken checks on executive power, curtail political and civil liberties, and undermine the integrity of the electoral system. Drawing on detailed case studies, including the United States and countries in Latin America, Eastern Europe, and Africa, the book focuses on three, inter-related causal mechanisms: the pernicious effects of polarization; realignments of party systems that enable elected autocrats to gain legislative power; and the incremental nature of derogations, which divides oppositions and keeps them off balance. A concluding chapter looks at the international context of backsliding and the role of new technologies in these processes. An online appendix provides detailed accounts of backsliding in 16 countries, which can be found at www.cambridge.org/backsliding.

Content: Noted historian Robert G. Kaufman contends that the terrorist attacks of September 11, 2001, shattered the optimism so prevalent in the United States during the tranquil and prosperous 1990s. President George W. Bush's controversial grand strategy for waging a preemptive Global War on Terror has ignited passionate debate about the purposes of American power and the nation's proper role in the world. In Defense of the Bush Doctrine offers a vigorous argument for the principles of moral democratic realism that inspired the Bush administration's policy of regime change in Iraq. Kaufman connects the Bush Doctrine and current issues in American foreign policy to the deeper tradition of American diplomacy, drawing from positive lessons as well as cautionary tales from the past. Two key premises shape Kaufman's case for the Bush Doctrine's conformity with moral democratic realism. The first premise is the fundamental purpose of American foreign policy since its inception: to ensure the integrity and vitality of a free society "founded upon the dignity and worth of the individual." The second premise is that the cardinal virtue of prudence (the right reason about things to be done) must be the standard for determining the best practicable American grand strategy. In Defense of the Bush Doctrine provides both scholars and lay readers a broader historical context for the post-September 11 American foreign policy that will transform world politics well into the future. In Defense of the Bush Doctrine provides both scholars and lay readers a broader historical context for the post-September 11 American foreign policy that will transform world politics well into the future.

Content: Countries of the former Soviet Union and Eastern Europe are entering the second decade of political transformation and economic reform. The first decade involved macroeconomic stabilization, privatization, and development of the basic institutional infrastructure of a market economy. The new policy challenges center on the nature of the social contract between citizens and their governments. These challenges include identifying the appropriate boundaries between the obligations of the public sector and the responsibilities of individual citizens, the range of public goods the government should supply, and who should pay for and benefit from their provision. The essays in this volume, first published in 2001, focus on two interrelated issues: the making of fiscal policy and the provision of citizens' welfare, particularly regarding pensions and health care. The essays emphasize that there is no single model of a market economy; rather, governments and publics face a range of options for restructuring the socialist welfare state
