    Content: The March 2011 earthquake that hit east Japan was the fourth-largest ever recorded. It was not only a human tragedy but an economic shock with losses estimated in excess of 16,900 billion Chinese yuan, making it the costliest disaster in history. Despite this, the Japanese insurance industry is expected to emerge without significant financial impairment, thanks to a well-developed residential earthquake risk insurance dual program (with private nonlife insurers and cooperative mutual insurers) based on conservative control of insurers' liabilities (through insurance policy structures and reinsurance). Meanwhile, more than half of Japanese homeowners are still uninsured, creating a significant fiscal burden for the government. This report gives findings; lessons; and recommendations for developing countries.

    Content: This study is designed to build a link between the study and improvement of agriculture and that of logistics for agricultural exports, and complements the Grenada Small Farmer Vulnerability Reduction project. The objective of logistics chain analysis (LCA) is to understand product movement for two of Grenada's primary agricultural exports and identify opportunities to enhance competitiveness for these and other products by improving logistics. Logistics refers to the infrastructure, machinery, related services, and information systems that allow products to move from the original point of production to the final point of consumption. The analysis identifies where logistics inefficiencies, from the farm gate to the port of exit, increase logistics expenses, travel times, and uncertainty. A strategic plan to increase agricultural exports must involve coordinated public and private investments in the infrastructure, equipment and services necessary for exporters to load and unload products at their own warehouses. Further diagnostic work will be needed to identify the proper technical projects and investments, assess their potential costs and impacts for nutmeg and cocoa exports, as well as for agricultural exports in general.

    Content: In a way, the story of privatization in Africa reflects some of the problems which have beset many other development processes: lack of political commitment, poor design, insufficient resources, weak management, and corruption. Privatization in Africa is the outcome of a study undertaken during 1995 and 1996. Up to that time, privatization throughout the continent had been slow, with few visible results and a general feeling among observers and donors that African governments' commitment to the process was generally half-hearted. The purpose of the study was to answer three questions about privatization: (i) what has been happening? (ii) What has resulted? And (iii) what could be done to improve the process in terms of outcome. The data and analyses presented to answer these questions fill a significant gap in the published literature on privatization in Africa. The case-study countries were Benin, Burkina Faso, Ghana, Kenya, Madagascar, Nigeria, Togo, Uganda, and Zambia. The study shows that more privatization has been happening across Africa than was generally thought to be the case; but it also raises many issues about how the process has been planned and implemented. The controversy starts with why African governments have privatized. The study maintains that the evidence suggests that most governments have privatized reluctantly and not for the reasons set out in policy statements.
