Der deutsche Föderalismus wurzelt im ostfränkischen Reich. Seine Anfänge lassen sich mit dem Wahlkönigtum König Konrad I. (911-918) in Verbindung bringen. Der Band behandelt die verschiedenen Aspekte des Spannungsfeldes von Partikularismus und Zentralismus, vom Frühmittelalter bis hin zur Gegenwart.Das deutsche Geschichtsbewusstsein war bis weit über die Mitte des 20. Jahrhunderts durch die Vorstellung belastet, das mittelalterliche Reich habe mit dem Aufstieg der fürstlichen Territorialgewalten seine eigentlich nationale Aufgabe verfehlt, die Einheit Deutschlands zu bewirken. Dieses negative Urteil erwies sich sowohl als ein Motor der Reichsgründung 1867/71 wie auch geeignet, die Niederlage von 1918 zu erklären. Tatsächlich aber sind die Wurzeln des viel gescholtenen deutschen »Partikularismus« in der Gründungssituation des ostfränkischen Reiches mit seinen sehr unterschiedlichen Regionen aufzusuchen. Den daraus hervorgehenden Föderalismus verfolgen die 20 Beiträge des vorliegenden Bandes.
