    Content: The necessity for state obligations to compensate transboundary harm becomes particularly evident in the virtual world. International law is predestined to address this issue but faces challenges due to the private character of information operations. Against this background, the author analyses the relationship between the established institute of state responsibility for internationally wrongful acts and the concept of state liability for non-prohibited dangerous activities. The contours of state liability are primarily derived from environmental law, WTO law, and investment protection. It is shown that state liability offers solutions to novel conflict situations. The findings can potentially be applied in various liability regimes
    Content: Die weltweite informationelle Vernetzung bedingt eine Gefährdungslage durch Informationsoperationen. Das Völkerrecht ist prädestiniert, deren grenzüberschreitenden Auswirkungen zu reglementieren; wird aber durch die nicht-staatliche Provenienz virtueller Aktivitäten vor Herausforderungen gestellt. Die Autorin untersucht vor diesem Hintergrund das Verhältnis zwischen dem völkerrechtlich etablierten Institut der Staatenverantwortlichkeit für rechtswidrige Handlungen und der Idee einer Staatenhaftung für nicht verbotene gefährliche Aktivitäten. Die Konturen der Staatenhaftung werden dabei vor allem aus dem Umweltrecht, WTO-Recht und Investitionsschutz abgeleitet. Die Erkenntnisse können potenziell in diversen Haftungsregimes zum Tragen kommen

    Content: This book covers electrostatic properties of hyperbolic metamaterials (HMMs), a fascinating class of metamaterials which combine dielectric and metal components. Due to the hyperbolic topology of the isofrequency surface in HMMs, the so-called resonance cone direction exists, and as a result, propagation of quasi-electrostatic waves, or more commonly, electrostatic waves close to the resonance cone with large wave vectors, is possible. However, the investigation of electrostatic wave properties in HMMs is largely overlooked in most works on the subject, and the purpose of this monograph is to fill this gap. This book gives a thorough theoretical treatment of propagation, reflection, and refraction of electrostatic waves in HMMs of various dimensions and geometries.
