Die ersten dreieinhalb Jahre der Regierung Blair sind vorüber, dahin ist Blairs Reputation als politischer Wunderknabe, dem alles gelinge und der deshalb als Vorbild für die übrige europäische Sozialdemokratie zu gelten habe. Vor allem die Zentralisierung der Medien- und Öffentlichkeitsarbeit in No 10 haben jenes Bild von Blair und seinem Regierungsstil vermittelt, dem der Vorwurf gemacht wird, Blair und seine Mannschaft seien "control freaks", Image-Manipulateure, die jede öffentliche Wirkung überwachen und steuern würden. In der Tat hat sich bislang keine britische Regierung so sehr wie diese von der öffentlichen Meinung leiten lassen - das zeigt ihre Arbeit mit sogenannten Fokusgruppen, aber auch der hohe Stellenwert der Presseabteilung innerhalb der internen Organisation von No 10 Downing Street. Beim Versuch, permanent unter Wahlkampfbedingungen und den dort erprobten Mechanismen Politik zu konzipieren, umzusetzen und als Ware zu verkaufen, ist Blair an demokratisch aufschlußreiche Grenzen gestoßen. Die Frage nach der richtigen Mischung konkreter und virtueller Politik rückt damit ins Zentrum der Überlegungen der britischen Regierungszentrale am Vorabend der im Frühsommer 2001 anstehenden Unterhauswahlen.
