Serie: Policy research working paper 8952
Inhalt: This paper studies loan conditions in a context where private banks can operate in two credit markets: a free-market with no government intervention and an earmarked market that relies on government funds and where interest rates are regulated. The paper examines the effects of earmarked lending on the spreads of free-market loans using a rich loan-level dataset on all Brazilian firms between 2005 and 2016. The evidence suggests that private banks strategically channel earmarked credit to firms that are ex ante more difficult to lock-in in the free-market-larger firms in more contested regions. The paper highlights a novel channel whereby earmarked credit is used by private banks to extract more rents. Once a firm receives an earmarked credit from its bank, its interest rates on new loans in the free-market increase while the loan volume remains mostly unaffected

Inhalt: The Portuguese Language Continuum in Africa and Brazil is the first publication in English to offer studies on a whole set of varieties of Portuguese in Africa as well as Brazilian Portuguese. Authored by specialists on varieties of Portuguese in Africa and Brazil, the eleven chapters and the epilogue promote a dialogue between researchers interested in their genesis, sociohistories and linguistic properties. Most chapters directly address the idea of a continuum of Portuguese derived from parallel sociohistorical and linguistic factors in Africa and Brazil, due to the colonial expansion of the language to new multilingual settings. The volume contributes to the understanding of structural properties that are often shared by several varieties in this continuum, and describes the various situations and domains of language use as well as sociocultural contexts where they have emerged and where they are being used. As of 26 July 2021, the ebook edition is Open Access under the CC BY-NC-ND 4.0 license.

Inhalt: Special and Differential Treatment for Developing Countries (SDT) constitutes a central feature of the GATT/WTO system. Its formal goal is to foster export-led growth in developing countries. Its theoretical foundations and empirical support are, however, weak at best. In particular, SDT conflicts with the GATT's two key principles of reciprocity and nondiscrimination, compromising the efficiency of the multilateral trading system. Still, if SDT provisions help those who most need help, sacrificing economic efficiency may be justifiable. However, there are numerous criticisms, on theoretical and empirical grounds, to the premises and the achievements of SDT-based disciplines, casting serious doubt on its effectiveness in helping developing countries trade and grow. For researchers, the good news is that there is plenty of room for progress, with several important areas where our understanding remains unsatisfactory but progress is feasible—that is, where the expected return to research effort seems unusually high.
