Das erste Umweltministerium in Europa entstand im Jahr 1970 in Bayern. Der damalige Ministerpräsident Dr. Alfons Goppel reagierte damit auf "die Bedrohungen unserer Lebensgrundlagen durch die zunehmende Technisierung der Welt und den unkontrollierten Egoismus des Einzelnen" und wollte fortan die Lebensgrundlagen für künftige Generationen mit erheblichen staatlichen Leistungen sichern und verbessern. Seit 1974 wird die Arbeit des Ministeriums von einem Landtagsausschuss mit gleicher Aufgabenbezeichnung kontrolliert und begleitet. Von 1974 bis Oktober 2008 stand dieser Parlamentsausschuss unter Leitung von Abgeordneten der CSU-Landtagsfraktion. Das Bayerische Staatsministerium für Landesentwicklung und Umweltfragen diente manchen Bundesländern und europäischen Staaten als Muster für die Organisation des eigenen staatlichen Umweltschutzes. -- Mit den ersten messbaren Erfolgen bei der Verbesserung von Boden, Wasser und Luft galt es Vorsorge zu treffen für eine stete Verbesserung der Lebensbedingungen von Menschen, Tieren und Pflanzen. Grundlage allen Wirtschaftens und Handelns und menschlichen Wohlbefindens sollte der Umweltschutz sein. Dieser Prozess war nicht möglich ohne die vom Parlament geförderte Mitwirkung und die Akzeptanz durch die Menschen in Bayern, ihrer Kommunen, ihrer Verbände, ihrer wissenschaftlichen Einrichtungen, ihrer Kirchen und den Umweltschutzinitiativen. -- Die Herausgeber dieses Buches geben Vertretern dieser Institutionen Gelegenheit, zu zeitlosen Themen des Umweltschutzes Stellung zu beziehen, einen Blick in die Zukunft zu wagen und sich der weiteren öffentlichen Diskussion zu stellen.
