Seit geraumer Zeit lassen sich nicht nur in der Bundesrepublik Deutschland sondern auch im benachbarten Ausland Tendenzen feststellen, Menschen mit (schwerer) geistiger und/oder Körperbehinderung als "lebensunwert" zu bezeichnen. Wissenschaftliche Legitimation erfahren diese Tendenzen durch die Arbeiten von Peter Singer, der als Repräsentant einer "rationalen Ethik" Menschen mit geistiger Behinderung den Personstatus abspricht und die Euthanasie befürwortet. Nach Ansicht des Verfassers bahnt sich eine "Neue Behindertenfeindlichkeit" an, die spezifische Symptome aufweist: einseitiges Menschenbild, "Rechtfertigung nichtfreiwilliger Euthanasie" (Singer), humangenetische Beratung und pränatale Diagnostik als politische Botmäßigkeit, Kosten-Nutzen-Analyse und Parallelen zur Nazi-Ideologie. Auf dem Hintergrund dieser Entwicklung kommt es für die Behindertenpädagogik in besonderem Maße darauf an, deutlich zu machen, dass Irrwege, wie der der "Vernichtung lebensunwerten Lebens", nicht wieder Realität werden dürfen. Deswegen werden den behindertenfeindlichen Tendenzen und Theorien, Aspekte zum "Schutz des Lebens" als "Gegenwert", Gegenposition zur sogenannten Doppelmoral der genetischen Beratung sowie Überlegungen zur Verbesserung der gesellschaftlichen Rahmenbedingungen gegenübergestellt.
