Content: 绿色发展作为一种共识已经确立。中国地域辽阔，地区内部资源环境、经济社会发展都存在显著的区域差异，使得中国绿色发展必然存在区域差异问题。因此，亟须构建绿色发展的理论分析框架，分析中国绿色发展的区域差异，提炼中国绿色发展技术路线，总结中国绿色发展的区域实现路径，预测模拟中国绿色发展趋势并提出相应的政策建议。这不仅有利于实现“生态文明”的中国话语体系的传播，而且能为中国生态文明建设提供理论依据、技术支撑、模式分类和政策保障。本书坚持理论分析与应用分析、规范研究与实证研究相结合的原则，按照现象分析→理论提炼→模型构建→实证研究→情景模拟→政策建议的研究思路，在提出绿色发展的理论内涵、特征和概念分析框架的基础上，通过数据建模、实证检验、经验借鉴和情景模拟提出政策建议。其一，本书从回顾理论和把握新时代条件下绿色发展的新内涵和新要求出发，对相关概念进行辨析，基于演绎归纳的视角阐释绿色发展的内涵特征，并从点状态和区间状态、点速度和区间速度、点效率和区间效率、点弹性和区间弹性、点覆盖和区间覆盖五个维度对绿色发展内涵特征进行模型刻画，为后面实证分析提供理论支撑和概念分析框架。其二，通过定量建模和实证检验，基于时间和空间动态差异的视角，分别从全国层面、省域层面和城市层面深入剖析和准确把握中国绿色发展现状、过程和挑战。其三，基于全国、三大地带、生态文明示范城市三个层面，从时间、空间、产业三个维度识别绿色发展效率变化，由此把握绿色发展的质量，进而提出中国绿色发展的技术路线图。其四，基于对国外典型国家和国内典型省份的绿色发展经验借鉴，通过对中国区域绿色发展的耦合协调评价，提出中国绿色发展的区域差异化实现途径。其五，在对中国绿色发展政策效果评价的基础上，构建绿色发展的CGE模型，对典型省份的绿色发展进行情景模拟，提出中国绿色发展的政策工具组合方案。
