Arbeitszeitpolitik ist eines der Themen par excellence für Gewerkschaften, aber längst zeichnet sich ab, daß sie dabei sind, den klassischen Horizont dieser Politik - den Arbeitsplatz - um eine neue Perspektive zu erweitern. Mehr und mehr geht es nicht mehr nur um Arbeitszeit, sondern um Zeit an sich, um die Frage also, in welcher Wechselbeziehung die Arbeitszeit zu den übrigen "Zeiten" steht und wie diese Beziehung, die weit über Gegensatzpaare wie "Lebenszeit-Arbeitszeit" hinausgeht, organisiert werden kann. Wie etwa können Ladenöffnungszeiten oder öffentliche Dienstleistungen zeitlich so gestaltet werden, daß sie mit dem Bedürfnis nach einer flexibleren Arbeitszeit vereinbart werden können? Wie kann dabei einerseits den Bedürfnissen der in diesen Bereichen beschäftigten Menschen und andererseits den Wünschen derjenigen, die diese Dienstleistungen in Anpruch nehmen wollen, gleichermaßen Rechnung getragen werden? Wie können Gewerkschaften den zeitlichen Rhythmus von Städten und Regionen so beeinflussen, daß dieser "entschleunigt" wird? Die Gewerkschaften nehmen bei der Suche nach den passenden Antworten auf diese Fragen und mit ihren Erfahrungen in der Tarifpolitik, der betrieblichen Interessenvertretung und der Struktur- und Beschäftigungspolitik eine wichtige Funktion ein. Ähnlich wie beispielsweise in der Umwelt- und der Frauenpolitik sind sie dabei jedoch auf den sozialen Dialog und auf die Zusammenarbeit mit anderen Akteuren angewiesen. (Transfer / FUB)

Working time policy has always been an essential trade union concern but is has been apparent for quite some time now that the unions are broadening their traditional policy horizon in this respect - namely, the workplace - and bringing in new perspectives on this issue. Increasingly they concern themselves not just with working time but with time itself, asking how working time interacts with and relates to non-working time and how the resulting interface, which entails for more than a mere "work-leisure" dichotomy, can be organised. How can shop-opening hours and the provision of services to the public be combined with the need for a more flexible organisation of working time? How can account be taken at one and the same time of the needs of those employed in these areas and of the wishes of the users of the services in question? How can trade unions influence the time rhythms of cities and regions in such a way as to reduce the over-hectic pace of modern life? In the search for appropriate answers to these questions the trade unions, with their experience in collective bargaining, workplace representation and structural and employment policy, are playing an increasingly important role. Their involvement in this process, as in areas such as environmental policy and women's policy, entails, however, participation in the social dialogue and cooperation with other players. La politique du temps de travail a toujours ete un theme d'interet essentiel pour les syndicats, mais il est clair, depuis quelque temps deja, que les syndicats sont en train d'elargir leur vision traditionnelle de cette politique qui etait axee sur le lieu de travail, et d'apporter de nouvelles perspectives a cette question. Ils se preoccupent de plus en plus non seulement du temps de travail mais aussi du temps lui-meme, et se demandent comment le temps de travail interagit avec le temps non consacre au travail et comment le resultat de cette interaction, qui est bien plus qu'une simple dichotomie "travail-loisirs", peut etre organisee. Comment les heures d'ouverture des magasins et des services au public peuvent-elles etre combinees avec le besoin d'une organisation plus flexible du temps de travail? Comment peut-on prendre en consideration en meme temps les besoins de ceux qui travaillent dans ces secteurs et les desirs des utilisateurs de ces memes services? Comment les syndicats peuvent-ils influencer les rythmes tu temps des villes et des regions de maniere a reduire le rythme effrene de la vie moderne? Les syndicats, dans leur recherche de reponses appropriees a ces questions et grace a leur experience en matiere de negociation collective, de representation sur le lieu de travail et de politique structurelle et de l'emploi, jouent un role de plus en plus important. Leur implication dans ce processus, de meme que dans des domaines tels que la politique environnementale et celle specifique aux femmes, aboutit neanmoins sur la participation dans le dialogue social et la cooperation avec d'autres acteurs.
