    Content: Many hierarchical techniques to solve large Markov decision processes (MDPs) are based on the partition of the state space into strongly connected components (SCCs) that can be classified into some levels. In each level, smaller problems named restricted MDPs are solved, and then these partial solutions are combined to obtain the global solution. In this paper, we first propose a novel algorithm, which is a variant of Tarjan’s algorithm that simultaneously finds the SCCs and their belonging levels. Second, a new definition of the restricted MDPs is presented to ameliorate some hierarchical solutions in discounted MDPs using value iteration (VI) algorithm based on a list of state-action successors. Finally, a robotic motion-planning example and the experiment results are presented to illustrate the benefit of the proposed decomposition algorithms.

    Content: This paper questions some aspects of attribute acceptance sampling in light of the original concepts of hypothesis testing from Neyman and Pearson (NP). Attribute acceptance sampling in industry, as developed by Dodge and Romig (DR), generally follows the international standards of ISO 2859, and similarly the Brazilian standards NBR 5425 to NBR 5427 and the United States Standards ANSI/ASQC Z1.4. The paper evaluates and extends the area of acceptance sampling in two directions. First, by suggesting the use of the hypergeometric distribution to calculate the parameters of sampling plans avoiding the unnecessary use of approximations such as the binomial or Poisson distributions. We show that, under usual conditions, discrepancies can be large. The conclusion is that the hypergeometric distribution, ubiquitously available in commonly used software, is more appropriate than other distributions for acceptance sampling. Second, and more importantly, we elaborate the theory of acceptance sampling in terms of hypothesis testing rigorously following the original concepts of NP. By offering a common theoretical structure, hypothesis testing from NP can produce a better understanding of applications even beyond the usual areas of industry and commerce such as public health and political polling. With the new procedures, both sample size and sample error can be reduced. What is unclear in traditional acceptance sampling is the necessity of linking the acceptable quality limit (AQL) exclusively to the producer and the lot quality percent defective (LTPD) exclusively to the consumer. In reality, the consumer should also be preoccupied with a value of AQL, as should the producer with LTPD. Furthermore, we can also question why type I error is always uniquely associated with the producer as producer risk, and likewise, the same question arises with consumer risk which is necessarily associated with type II error. The resolution of these questions is new to the literature. The article presents R code throughout.

    Content: The ever increasing demand of the subscribers has put pressure on the capacity of wireless networks around the world. To utilize the scare resources, in the present paper we propose an optimal allocation scheme for an integrated wireless/cellular model with handoff priority and handoff guarantee services. The suggested algorithm optimally allocates the resources in each cell and dynamically adjust threshold to control the admission. To give the priority to handoff calls over the new calls, the provision of guard channels and subrating scheme is taken into consideration. The handoff voice call may balk and renege from the system while waiting in the buffer. An iterative algorithm is implemented to generate the arrival rate of the handoff calls in each cell. Various performance indices are established in term of steady state probabilities. The sensitivity analysis has also been carried out to examine the tractability of algorithms and to explore the effects of system descriptors on the performance indices.

    Content: The buffer allocation problem is an NP-hard combinatorial optimization problem, and it is an important design problem in manufacturing systems. The research proposed in this paper concerns a product line consisting of n unreliable machines with n − 1 buffers and a preventive maintenance policy. The focus of the research is to obtain a better trade-off between the buffer level and the preventive maintenance actions. This paper proposes a dynamic control of the buffers’ level and the interval between two consecutive preventive actions. The set of the parameter of the proposed policy allows choosing the reduction in the costs or the increment of the throughput rate. A simulation model is developed to test the proposed model to the solution proposed in the literature. The proposed policy leads to better results in terms of total costs reduction keeping high production rate, while the design of a fixed level of buffer works better for lower production rates required.

    Content: The formulas of cost and allocative efficiencies of decision making units (DMUs) with positive data cannot be used for DMUs with negative data. On the other hand, these formulas are needed to analyze the productivity and performance of DMUs with negative data. To this end, this study introduces the cost and allocative efficiencies of DMUs with negative data and demonstrates that the introduced cost efficiency is equal to the product of allocative and range directional measure efficiencies. The study then intends to extend the definition of the above efficiencies to DMUs with negative data and different unit costs. Finally, two numerical examples are given to illustrate the proposed methods.

    Content: Jahanshahloo et al. (Appl Math Comput 153:215–224, 2004) propose a method for ranking extremely efficient decision making units (DMUs) in data envelopment analysis (DEA) using super-efficiency technique and l1-norm and they show that the presented method is able to eliminate the existing difficulties in some methods. This paper suggests an alternative transformation to convert the nonlinear model proposed by Jahanshahloo et al. (Appl Math Comput 153:215–224, 2004) into a linear programming form. The present paper shows that model with this transformation is equivalent to the above-mentioned nonlinear model. The motivation of this work is to linearize the proposed nonlinear model by Jahanshahloo et al. (Appl Math Comput 153:215–224, 2004) which has the higher order of complexity.

    Content: Technological advancement in the manufacturing system in current scenario is inevitable due to today’s customer-driven and volatile nature of the market. Implementation of agent technology in a manufacturing system increases flexibility which handles uncertainty generated due to advance technology. Therefore, in this paper, the critical drivers affecting implementation of agent technology are identified and the relationships among them are analysed for a case study of a manufacturing system in an Indian steering wheel manufacturing company. Interpretive structural modelling (ISM) is used to provide binary relationships among identified critical drivers (CDs), while MICMAC approach describes sensitive analysis of driving and dependence behaviour of CDs. The classification of the drivers affecting agent technology and their relationships according to ISM-MICMAC approach provides importance to this study. A structural model is developed for providing rank to the identified critical drivers, and driving-dependent power diagram is presented for analysing the behaviour of different critical drivers with respect to others. The identification of the most influential CDs that lead to increase the effect of other drivers is the major finding of this study. Finally, the implication of this research for the industries is also described.

    Content: This paper investigates three models to implement Tradable Green Certificates (TGC) system with aid of game theory approach. In particular, the competition between thermal and renewable power plants is formulated in three models: namely cooperative, Nash and Stackelberg game models. The price of TGC is assumed to be determined by the legislative body (government) which is fixed. Numerical examples presented in this paper include sensitivity analysis of some key parameters and comparison of the results of different models. In all three game models, the parameters that influence pricing of the TGC based on the optimal amounts are obtained. The numerical examples demonstrate that in all models: there is a reverse relation between the price of electricity and the TGC price, as well as a direct relation between the price of electricity and the share of green electricity in total electricity generation. It is found that Stackelberg model is an appropriate structure to implement the TGC system. In this model, the supply of electricity and the production of green electricity are at the highest level, while the price of electricity is at the lowest levels. In addition, payoff of the thermal power plant is at the highest levels in the Nash model. Hence this model can be an applicatory structure for implementation of the TGC system in developing countries, where the number of thermal power plants is significantly greater than the number of renewable power plants.

    Content: In the context of the scope, time, cost, and quality constraints, failure is not uncommon in project management. While small projects have 70% chances of success, large projects virtually have no chance of meeting the quadruple constraints. While there is no dearth of research on project risk management, the manifestation of barriers to project risk management is a less dwelt topic. The success of project management is oftentimes based on the understanding of barriers to effective risk management, application of appropriate risk management methodology, proactive leadership to avoid barriers, workers’ attitude, adequate resources, organizational culture, and involvement of top management. This paper represents various risk categories and barriers to risk management in domestic and international projects through literature survey and feedback from project professionals. After analysing the various modelling methods used in project risk management literature, interpretive structural modelling (ISM) and MICMAC analysis have been used to analyse interactions among the barriers and prioritize them. The analysis indicates that lack of top management support, lack of formal training, and lack of addressing cultural differences are the high priority barriers, among many others.

    Content: ‘Survival of the fittest’ is the reality in modern global competition. Organizations around the globe are adopting or willing to embrace just-in-time (JIT) production to reinforce the competitiveness. Even though JIT is the most powerful inventory management methodologies it is not free from barriers. Barriers derail the implementation of JIT production system. One of the most significant tasks of top management is to identify and understand the relationship between the barriers to JIT production for alleviating its bad effects. The aims of this paper are to study the barriers hampering the implementation of successful JIT production and analysing the interactions among the barriers using interpretive structural modelling technique. Twelve barriers have been identified after reviewing literature. This paper offers a roadmap for preparing an action plan to tackle the barriers in successful implementation of JIT production.
